RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of Resolution.
 
ITEM SUMMARY:  
·      This Resolution approves a list of neighborhood streets east of US 75 to be included in the 2014-2016 Infrastructure Initiative program.
·      The Capital Improvement Program includes $7 million for the 2014-2016 Infrastructure Initiative Program.  Staff recommends proceeding with the following projects:
o      Cole Street: located southwest of the Town Center and bounded by Bass Street and College Street.  Estimated cost $1.7 million.
o      Hall Street: located northwest of the Town Center and bounded by Graves Street and College Street.  Estimated cost $2.2 million.
o      Railroad, Murray, Kincaide, and Bumpas Streets: located southeast of the Town Center and bounded by Fitzhugh Street and Anthony Street.  Estimated cost $3.1 million.  
 
BACKGROUND INFORMATION:  
·      The Infrastructure Initiative program began in 1999 to rebuild streets, water mains, and sewer lines and to improve drainage in the portion of McKinney located east of US 75.
·      Previous phases of the Infrastructure Initiative program have had individual projects recommended by the 1999, 2002, and 2006 Bond Committees.  The 2010 Bond Committee did not recommend a list of individual projects.  
·      Staff from Engineering and Public Works reviewed the 2011 Pavement Management Report by Fugro Consultants, Inc., which included pavement condition ratings for all roadways within McKinney and a work plan to prioritize roadway maintenance.  Staff also reviewed requests for street reconstruction received from citizens.
·      Potential projects were reviewed by staff and were considered using the following criteria:
o      Geographical Distribution: recommend projects that are distributed evenly among the neighborhoods located east of US 75.  
o      Pavement Condition: recommend projects with poor pavement condition that were recommended for full reconstruction by the Fugro work plan.  
o      Downstream Storm Water Capacity: recommend projects that have adequate downstream storm water capacity.  
o      Storm Water Conveyance Method: recommend projects that do not currently have enclosed storm sewer systems.
o      Utility Condition: recommend projects with poor water/sewer condition based on repair history and staff knowledge.  
o      Property Density: recommend projects with greater density of immediately adjacent properties.  
o      Roadway Network: recommend projects that provide connectivity beyond the immediately adjacent properties.  
·      The attached matrix demonstrates the relative ranking of the three recommended projects compared to other potential projects.  
 
FINANCIAL SUMMARY:  
·      No expenditures are authorized by this Resolution.  
·      Individual design contracts will be negotiated with qualified engineering firms and presented to City Council for approval at a later date.  
·      CO 9151 provides funding for the design of the projects in FY 2014. Staff will begin the design of the first project in 2014.
·      Construction funds for the first project are scheduled to be sold in FY 2015.
·      Engineering for the second and third projects will begin in FY 2015 with the funds remaining and the construction funds for the second and third projects are scheduled to be sold in FY 2016.
