ITEM SUMMARY: 

                     Renewal of the Rapid Rehousing funding through HUD will continue to provide short-term rental assistance (up to one year) for persons experiencing homelessness to provide them with a safe, stable environment from which to rebuild physical, emotional and financial health.

                     Memorandum of Understanding between the City of McKinney and Samaritan Inn will continue grant funded Case Manager position to office at the Samaritan Inn.

 

BACKGROUND INFORMATION: 

                     In 2020, the City of McKinney received an initial Rapid Rehousing grant of $306,978 from HUD, through the Metro Dallas Homeless Alliance (the Collin County Continuum of Care Lead Agency).

                     With this funding and, in partnership with the Samaritan Inn, the City of McKinney has been able to house and provide case management to twelve (12) formerly homeless individuals and families.                     

                     For 2021, the City of McKinney has been granted $328,098. It is estimated that this amount will be able to house and provide case management to at least twelve formerly homeless individuals and families.

                     In Collin County, 34% of the homeless are children, 18% are fleeing domestic violence and 54% are employed. Nationally, 11% of the homeless are veterans.  The lack of affordable housing is the #1 reason cited for homelessness - 2019 Collin County Point in Time Survey.

 

 

FINANCIAL SUMMARY: 

                     HUD has not yet provided a copy of the grant agreement so the amounts in each grant category are unknown at this time.

                     The grant will provide for rental payments and support services (Case manager salary and security and utility deposits)

                     There is a 25% in-kind match requirement.  The City of McKinney will be providing $62,024 in in-kind salary match and the Samaritan Inn will be providing $20,000 in in-kind needed items to the individuals and families housed through the grant.
