                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes a contract with Teague, Nall, and Perkins, Inc. to provide consulting engineering services for the design of Transportation Alternatives Program Safety Access to Schools for an amount not to exceed $62,800.

 

BACKGROUND INFORMATION:

                     On May 6th, 2014, the City Council approved to submit for the Safety and Access to Schools project application for the 2014 Transportation Alternatives Program (TAP) Call for Projects through the North Central Texas Council of Governments (NCTCOG).

                     The project involved:

o                     Installation of in-street school crossing signs at designated school crossings on multi-lane street with an adult crossing guard to establish a better visibility for those crossings.

o                     Installation of driver feedback signage to promote compliance with the 20 mph school speed zone at selected locations.

o                     Installation of sidewalks at locations where gaps exist in existing school route paths.

                     The North Central Texas Council of Governments (NCTCOG) and the Texas Department of Transportation (TxDOT) informed the City of McKinney that it was successful in securing the maximum amount of federal TAP funds of $490,699 in which $62,800 was for design, $363,895 for construction, and $64,004 for direct state costs. As part of the grant, NCTCOG used Transportation Development Credits to cover the required 20% local match for the Federal funding. Therefore the cost to the City of McKinney for this project is $0.

                     Teague, Nall, and Perkins, Inc. submitted a response to 15-38RFQ for Major Roadway Design.  They were one of ten (10) firms shortlisted by City Council on October 20, 2015.

                     Teague, Nall, and Perkins, Inc. submitted a proposal for this project in the amount of $61,700. Their scope includes the following elements:

o                     Topographical and boundary survey;

o                     Design of approximately 1,900 linear feet of concrete sidewalk improvements, eight (8) in-street crossing signs, and six (6) driver feedback signs;

o                     Design of traffic and erosion control plan;

o                     Preparation of legal documents;

o                     Preparation of a complete bid package, including plans, specifications, and contract documents;

o                     Bid phase assistance to the City; and

o                     Construction phase assistance to the City

                     The preliminary opinion of probable construction cost is $363,895.

                     The fee for basic services is $49,300 (13.5% of the construction cost) and the fee for special services is $12,400 (3.4% of the construction cost).

                     Design is anticipated to be completed by the end of June 2017.

                     Construction is anticipated to take three months to construct.  Construction is anticipated to begin in September 2017 and to be completed by December 2017.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Teague, Nall, and Perkins, Inc. for an amount not to exceed $62,800.                     

                     With the approval of this item, $363,895 will remain in project TR1603.
