RECOMMENDED CITY COUNCIL ACTION:

                     Approval of the Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to enter into an Interlocal Agreement with Collin County to provide funding for Wilmeth Road from Lake Forest Drive to Hardin Boulevard (CIP Project ST1719)

 

BACKGROUND INFORMATION:

                     Collin County voters approved a $750 million bond package in November 2018 which includes an allocation of $140 million for arterial roadways that feed into the highway system.

                     On September 5, 2019 Collin County released the 2019-2020 Call for City Projects which invited cities throughout Collin County to submit eligible thoroughfare improvement projects for possible funding through the county bond package (up to $36 million in total awarded funding).

                     Each city was limited to funding of only one project although multiple projects were able to be submitted. The awarded amount by Collin County provides up to a 50% project funding match for project expenditures.

                     The Engineering Department submitted five (5) project candidates for consideration including CIP Project ST1719 which includes construction of a new segment of Wilmeth Road between Lake Forest Drive and Hardin Boulevard.

                     On March 16, 2020 the Collin County Commissioners Court voted to award funding to projects submitted in the 2019-2020 Call for City Projects. The City of McKinney was one of six (6) cities that received an award for a specific project.

                     The Wilmeth Road project (CIP Project ST1719) received a funding award in the amount of $11,003,930 towards design, necessary land acquisition, and construction costs. The current estimate of total project costs is approximately $27.7 million.

                     Design of the Wilmeth Road project has been underway since October 2019 and is anticipated to be complete by the end of 2020. Design includes construction of Wilmeth Road between Lake Forest Drive and Hardin Boulevard as a 4-lane divided thoroughfare. The project also includes construction of additional travel lanes along County Road 943 and Hardin Boulevard north of future Wilmeth Road.

                     Depending on necessary land acquisition and franchise utility relocations, construction of the project could begin as soon as March 2021 with an estimated 18 month construction duration.

                     The ILA stipulates that Collin County reimburse the City of McKinney 50% of the award amount upon commencement of design services with the remaining 50% reimbursed upon receiving construction bids for the project. A copy of the drafted ILA is attached to this agenda item.

FINANCIAL SUMMARY:

                     The County Bond Program provides funding up to 50% of the total project costs.

                     The proposed FY20-21 Capital Improvements Program for ST1719 includes a reimbursable grant from Collin County in the amount of $11,003,930.

                     The McKinney match for this project is available in the Capital Improvements Program in ST1719.
