RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of the Resolution.
 
ITEM SUMMARY:  
·      This Resolution authorizes the Interim City Manager to enter into an Interlocal Cooperation Agreement with the North Central Council of Governments (NCTCOG) to perform multiple signal retiming projects in McKinney.
 
BACKGROUND INFORMATION:  
·      The traffic signals along major corridors are coordinated to reduce delay, number of stops, emissions, fuel consumption, and crashes.
·      The coordination plans for traffic signals are modified every three to five years to accommodate new traffic patterns, new development, and new infrastructure. The last city-wide signal coordination plans were implemented in 2009, approximately five years ago.
·      City staff submitted an application and was approved for the Regional Traffic Signal Retiming Program (RTSRP) to retime the following corridors:
o      US Highway 380 (Custer Rd to Airport Dr)
o      State Highway 121 Frontage Roads (Exchange Pkwy to Hardin Rd)
o      Custer Road (US 380 to Cotton Ridge South Rd)
o      Alma Road (Eldorado Pkwy to SH 121)
·      The coordination plans for each corridor will stretch across the bordering cities of Plano, Frisco, and Allen, promoting regional mobility on these major thoroughfares.
·      The project is scheduled to be completed by the end of 2016.
 
 
FINANCIAL SUMMARY:  
·      The total project cost is estimated to be $224,000.
·      NCTCOG is funding 80% of the project.
·      TxDOT or the City will provide a 20% local match, depending whether the intersection is on a state roadway.
·      TxDOT will provide the local match of $40,320 for 36 intersections on state roadways.
·      A $4,480 local match is available in the CIP Project TR-0220 (Traffic Signalization).
