RECOMMENDED CITY COUNCIL ACTION:      
·      Staff recommends Approval of the Meritorious Exception request.
 
ITEM SUMMARY:  
·      The City of McKinney Communications and Marketing Department is requesting a Meritorious Exception to the Sign Ordinance to allow 50 Light Pole banners to promote City Sponsored Special Events, as well as, promote City Awards, Recognition, and Accomplishments. The locations are as follows:   
o      Virginia Parkway and Stonebridge Drive (Four Banners)
o      Virginia Parkway between Custer and Independence (Eight Banners)
o      Independence Parkway adjacent to Fire Station  7 (Two Banners)
o      Stacy Road and Ridge Road (Four Banners)
o      Collin McKinney Parkway between Stacy and Alma (Eight Banners)  
o      Ridge Road and Eldorado Parkway (Two Banners)
o      Alma Road and Eldorado Parkway (Eight Banners)
o      Eldorado Parkway and Stonebridge Drive (Two Banners)
o      Eldorado Parkway, East of Custer (Six Banners)
o      North Kentucky Street, Adjacent to Historic Square (Two Banners)
o      South Kentucky Street, Adjacent to Historic Square (Two Banners)
o      East Virginia Street, Adjacent to Historic Square ( Two Banners)
·      Banners will be 30" X 96" in size, and must be secured with brackets on top and bottom.  
BACKGROUND INFORMATION:  
·      A Meritorious Exception was granted in September 2001 for 22 Special Event Light Pole Banners. Banner size, and means of attachment, is consistent with current request. Existing banner locations are as follows:
 
o      Historic Downtown Square (18 Banners)
 
o      U.S. Highway 75 and Virginia Parkway (Four Banners)
 
·      City Council has the Authority to approve a Meritorious Exception to the McKinney Sign Ordinance when the request has obvious merit in not only being appropriate to the particular site and location, but also making a positive contribution to the City of McKinney.
