RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Ordinance.
ITEM SUMMARY:
• This Ordinance establishes speed limits on the following roadways:
o Spur 399 frontage roads between US 75 and SH 5.
o Spur 399 main lanes between the east end of the Sam Rayburn Tollway (SRT) and SH 5.
o Westbound SH 121 frontage road between US 75 and Hardin Boulevard.
BACKGROUND INFORMATION:
• North Texas Tollway Authority (NTTA) has completed speed zone studies on roadways within the jurisdiction of the City of McKinney and has submitted a request for the adoption of an Ordinance establishing the following speed limits:
• Frontage roads of Spur 399 between US 75 and SH 5 were found to have an 85th percentile speed of 55 mph and NTTA recommends a speed limit of 55 mph.
• Main lanes of Spur 399 between the end of the SRT (a point 425 feet west of Medical Center Drive) and a point 1175 feet east of Medical Center Drive NTTA recommends a speed limit of 60 mph.
• Main lanes of Spur 399 between a point 1175 feet east of Medical Center Drive and SH 5 NTTA recommends a speed limit of 55 mph.
• Frontage roads along the SRT between US 75 and Hardin Boulevard were found to have an 85th percentile speed of 57 mph and NTTA recommends a speed limit of 55 mph (reduced from the current 60 mph).
• The city limit between McKinney and Allen is the centerline of the median along the SRT; therefore, this Ordinance will only apply to the westbound SRT frontage road from US 75 to Hardin Boulevard. The speed limit along the eastbound SRT frontage road between Hardin Boulevard (Chelsea Boulevard) and US 75 has been established by a City of Allen ordinance adopted on November 8 which set the speed limit at 55 mph.
• The speed limit for the remainder of the SRT frontage road west of Hardin Boulevard will remain at 60 mph.
• NTTA will establish the speed limit on the main lanes of the SRT through action of the NTTA Board, with the speed limit being 60 mph for the SRT main lanes east of US 75 and 70 mph for the SRT main lanes west of US 75.
