RECOMMENDED PROS BOARD ACTION:
• Recommend to the MCDC to approve the reallocation of existing funding.
ITEM SUMMARY:
• The Parks and Recreation Department is requesting to reallocate existing MCDC funds in the amount of $3,579,583 to expedite the delivery of certain enhancements across the McKinney parks system. This item does not include any new funding requests.
BACKGROUND INFORMATION:
• The MCDC approved $5,500,000 in funding for this FY19-20 to implement various elements of the Parks Master Plan. MCDC also approved funding for other Parks projects in 2016, 2017 and 2018 that are available for reallocation.
• Part of the approved FY19-20 funding included $1,150,000 in Umbrella Funding, for a total amount of $1,375,000, for reallocation to various projects as needed.
• To fund substantial renovations to the Senior Recreation Center (PK4384), this request will reallocate $1,000,000 from Land Acquisition (PK1701) and $1,000,000 from Umbrella Funding (PK4399) to increase the total project budget to $3,500,000. This project is in the final design phase with construction anticipated to commence in Q1 of 2020.
• To fund outdoor workout equipment, this request will reallocate $150,000 of the FY19-20 Umbrella Funding. This equipment is proposed to be installed at Bonnie Wenk Park, with future installation locations to be determined.
• To fund a new Parks & Recreation Bus, this request will reallocate $175,000 of the remaining $225,000 of FY18-19 Umbrella Funding (PK4399).
• To fund an update to the 2017 Parks Master Plan Update (PK2040), this request will reallocate $50,000 of the remaining $225,000 of FY18-19 Umbrella Funding (PK4399). The total project budget is $250,000, and will include updates to the general plan, the creation of a comprehensive trails plan with wayfinding, and the development of a sponsorship program to offset capital and operational expenses, as well as other updates.
• To fund improvements to various Neighborhood Parks, this request will reallocate $1,204,583 from Gray Branch (PK2206) for a total budget of $1,204,583. This funding will be used for design services and some construction work, with primary construction funding coming from a potential mid-2020 bond issuance.
• The total amount to be reallocated is $3,579,583.
FINANCIAL SUMMARY:
• Amending Project 16-08 and Project 17-05 amounts for Gray Branch (PK2206) to reallocate $1,204,583 of $1,270,000 (Total allocated was $770,000 from 17-05; 500,000 from 16-08) to Park Renovations (PK1831); amending Project 16-08 for Land Acquisition (PK1701) to reallocate $1,000,000 of $1,279,329 to Senior Recreation Center (PK4394); amending Project 18-08 (Umbrella Fund) to reallocate $175,000 of $225,000 for Purchase of Parks and Recreation Bus; amending Project 18-08 (Umbrella Fund) to reallocate $50,000 of $225,000 to Parks Master Plan Update (PK2040); amending Project 19-10 (Umbrella Fund) to reallocate $1,000,000 of $1,150,000 to Senior Recreation Center (PK4394); and $150,000 of $1,150,000 for the purchase of outdoor workout equipment.
