ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with McMahon Contracting, L.P. for the construction of the Wilmeth Road Lanes 3 & 4 Project from East of Redbud Boulevard to SH 5 (ST1723) for a total contract amount not to exceed $3,250,000.
BACKGROUND INFORMATION:
• Halff Associates, Inc. prepared the construction plans for the Wilmeth Road Lanes 3 & 4 Project from East of Redbud Boulevard to SH 5 (ST1723).
• Wilmeth Road is currently a 2-lane roadway from SH 5 to just west of Powerhouse.
• This project will include the construction of the north side of Wilmeth Road Lanes 3 & 4 from SH 5 to just west of Powerhouse. This will complete Wilmeth Road as a 4-lane divided roadway from US 75 to SH 5. It will also include various intersection / turn lane improvements and installation of median conduit system for future use.
• The project also includes the installation of LED median roadway lighting from US 75 to SH 5 along with traffic signal modifications at SH 5 for the new intersection configuration.
• Twelve (12) bids were received for this project on February 25, 2021. The following is a summary of the bids:

• McMahon Contracting, L.P. submitted the low bid in the amount of $2,947,945.49. The Engineer’s Opinion of Probable Construction cost was $2,967,300.00.
• McMahon Contracting, L.P. submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation.
• The contract documents require that this project be substantially completed within 300 calendar days after issuance of the Notice to Proceed, which is anticipated to be issued in May 2021. Final completion is anticipated to be complete by May 2022.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with McMahon Contracting, L.P. for an amount not to exceed $3,250,000.
• With the approval of this item for construction of the Wilmeth Road Lanes 3 & 4 Project from East of Redbud Boulevard to SH 5, $87,318 will remain in Project ST1723.
