RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of the Project and Funding by MCDC.
 
 
ITEM SUMMARY:  
·      Approval of Project #14-12, with funding provided by MCDC will facilitate procurement and installation of bus shelters, benches, bike racks and signage at TAPS fixed routes throughout the City that will transport residents to destinations within McKinney and to connect them to a regional transportation network.
 
·      The fixed route system will foster economic development and revitalization by providing reliable transportation for McKinney's workforce - a critical link in the labor supply chain essential for business attraction and retention.
 
·      The fixed route system will enhance quality of life for residents by improving mobility and ensuring residents are able to get to important destinations that include not only work, but also to school, medical and other personal appointments.
 
·      Utilization of the TAPS fixed route system can help alleviate traffic congestion and parking shortages.
 
·      Under MCDC bylaws, City Council approval is required for projects approved by the board of directors that are to be funded by the Economic Development and Capital allocation.
 
BACKGROUND INFORMATION:  
·      TAPS submitted a project funding application to McKinney Community Development Corporation in July, 2014 for $303,500 for the procurement and installation of bus shelters, benches, signage and bike racks for fixed bus routes in McKinney.
 
·      The application also included a request for funds to alter the parcel of land at the corner of Davis Street and State Highway 5 to create a multimodal transportation center in downtown McKinney.
·      A public hearing was conducted on the project request at the August MCDC board meeting.
 
·      MCDC board approved a modified funding request at the September 25, 2014 board meeting that included costs for shelters, seating, signage and bike racks on the approved fixed routes, totaling $218,500.  Approval did not include funding for the multimodal transportation center in downtown McKinney.
 
FINANCIAL SUMMARY:  
·      Capital costs associated with the TAPS project application, totaling $218,500, would be funded by FY 13-14 MCDC funds, from its Economic Development and Capital allocation.
 
BOARD OR COMMISSION RECOMMENDATION:
·      The McKinney Community Development Corporation approved Project #14-12, submitted by Texoma Area Paratransit System, Inc., in the amount of $218,500 for procurement and installation of bus shelters, seating, signage and bike racks on fixed bus routes in McKinney.
