RECOMMENDED COMMUNITY GRANTS ADVISORY COMMISSION ACTION:      
·      Review and discuss performance report before the public comment period and before the McKinney City Council public hearing on December 16, 2014
 
ITEM SUMMARY:  
·      Regulations for the Community Development Block Grant (CDBG) require grantees to submit a Consolidated Annual Performance Evaluation and Report (CAPER) to HUD within 90 days of the close of each grant year. The City of McKinney's grant year ends annually on September 30.
o            Assessment of the program's goals and objectives and funding programs;
o      Discussion of the city's actions to affirmatively further fair housing;
o      Discussion on the Continuum of Care actions under the City and the County regarding homelessness;
o      Discussion regarding public housing initiatives;
o      Endurances of compliance with program and comprehensive planning requirements;
o      Discussion of the city's housing program activities and evaluation and reduction of lead-based paint hazards; and
o      Self-evaluation regarding activities, schedules and grant disbursements.
 
BACKGROUND INFORMATION:  
·      The CAPER is prepared by the Housing and Community Development Department and submitted for the City of McKinney to the U.S. Department of Housing and Urban Development (HUD).  All previous performance reports were reviewed and approved by HUD to reflect that the city meets or exceeds compliance and performance requirements.
 
The public receives reporting updates year-round through the city's Annual Action Plan, public hearings, notices and other public education or engagement activities.  The CAPER is a summary of all activities.  Reported areas include public services, housing activities, economic development and grant administration, in addition to other housing and community development activities in the city.
 
Statutory federal requirements allow only 20% of the cap of the entire CDBG funding will be used for grant administration and planning and up to 15% of the grant for public services.  The remainder of the grant is used to fund housing and CDBG economic development activities.  The primary goal of the grant administration serves to effectively administer programs, ensure timeliness of expenditures within guidelines and to complete compliance, program monitoring of funded activities and reporting requirements.
 
Programs are required to meet CDBG national objectives and funding requirements. Funds and activities have predominately met the national objective of benefiting low-to-moderate income persons or households. The public will have two opportunities to provide public comment:  The City's report will be available for a minimum of 15 days for public review during the period of December 2, 2014 to December 16, 2014.
 
The public will be able to review the year-end report online on the city's website and at two city locations: the Housing and Community Development Department at 314 S. Chestnut Street and the Roy and Helen Hall Library, 101 E. Hunt Street during regular business hours under the public comment period. The McKinney City Council will also hold a public hearing at the regular December 16, 2014. All public comments received during the 15-day period or at the public hearing will be submitted to the final report.  The City will submit the report to HUD no later than December 30, 2014 for final review.
 
 
FINANCIAL SUMMARY:  
·      The program allocation totaled $710,285.00 for PY 2013-14, in addition to reallocated funds from past years. Any funds unspent from previous years are reallocated back into the program. The CDBG program expended a total of $727,386.68 for the program year.
