RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $872,000 with HDR Engineering, Inc. for professional engineering services for the Honey Creek Sanitary Sewer Trunk Main project (WW1638), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $960,000.

 

BACKGROUND INFORMATION: 

                     Per the Wastewater Master Plan, a new 48-inch to 36-inch sanitary sewer trunk main generally along Honey Creek (from SH 5 to northwest of US 75) is needed to convey projected wastewater flows in the City’s Honey Creek Sewer Basin by 2022.

                     Construction of the master planned wastewater main will support upcoming and future development in the northwest quadrant of the Honey Creek District.

                     HDR Engineering, Inc. submitted a response to RFQ 18-46 for On-call Utility Design Services.  They were one of eleven firms shortlisted by City Council on October 2, 2018. 

                     Staff has negotiated a project proposal with HDR Engineering, Inc. in the amount of $872,000. Their scope includes the following elements:

o                     Basic Services (Design Services & Bid Phase Services)

o                     Special Services (Field Topographic Survey, Subsurface Utility Exploration, Franchise Utility Coordination, Right-of-Way and Easement Documentation, Environmental/Cultural Resources Investigations, Geotechnical Investigation, and Construction Administration Services)

                     The preliminary opinion of probable construction cost (OPCC) is $6,600,000.00.

                     The fee for basic services is $451,200 (6.8% of the OPCC) and the fee for special services is $420,800 (6.4% of the OPCC).

                     Staff is recommending a 10% contract contingency (included as a total aggregate contract amount) in the event minor additional engineering services are required during the design or construction phase.

                     Design phase and bid phase of this project, including required easement acquisition, is anticipated to take 16 months to complete.  Construction is anticipated to begin as early as February 2021 and to be completed by December 2021.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract with HDR Engineering, Inc. for an amount not to exceed $960,000. 

                     Funds are available in the Capital Improvements Program Project WW1638.

                     With the approval of this item, $2,090,000 will remain in WW1638.

                     Remaining funding necessary to construct the project are programmed to be issued in late 2020 (utility revenue bonds) for CIP project WW1638.
