RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes a professional services contract to provide Construction Manager at Risk services related to the design and construction of Fire Station No. 9 located at 4900 Summit View Drive.

                     The selected team, Lee Lewis Construction, Inc., LP (LLC), submitted a proposal to provide preconstruction services for an amount not to exceed $10,000, along with a proposed construction services fee of 3.25% of the cost of construction, for Fire Station No. 9.

 

BACKGROUND INFORMATION: 

                     Six firms submitted proposals and were evaluated by members of the McKinney Fire Department, along with the project Architect and City staff from the Development Services and Public Works departments.

                     Lee Lewis Construction, Inc. was the top-ranked firm that responded to the Request for Proposals (RFP) which was a one-step process for selection of a CMAR and included the submission of qualifications, as well as a proposal including their proposed preconstruction services fee, their proposed construction services fee based upon a percentage of the cost of construction, their proposed general conditions items and their proposed schedule.

                     LLC has successfully completed multiple fire stations for other municipalities and is the firm recommended for selection for the project.

                     Lee Lewis Construction, Inc. submitted a proposal to provide preconstruction and construction services related to Fire Station No. 9. Terms and conditions are currently under negotiation with City staff. The proposal submitted by LLC included $10,000 in fees for preconstruction services and fees of 3.25% for construction services. 

                     Future agenda items will be presented for consideration for the Guaranteed Maximum Price (GMP) and an amendment to this contract for full construction services.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a professional services contract for Construction Manager at Risk services, for preconstruction services and potential changes to that scope of services, with Lee Lewis Construction, Inc. for an amount not to exceed $12,500.

                     Fire Station No. 9 (FI3244) was funded within the FY14-15 Capital Improvements Program with general obligation bonds and funds are currently available for this contract.
