CITY COUNCIL RECOMMENDED ACTION: 

                     Staff recommends approval of the proposed ordinance.

 

ITEM SUMMARY: 

                     This ordinance amends McKinney’s existing Animal Control ordinance to allow residents to keep a Miniature Swine as a pet.  (Swine are currently prohibited inside the City’s corporate limits.)

 

A Miniature Swine is any member of the swine family including “potbellied pigs” that has, through selective breeding, been genetically manipulated to attain a maximum height of no more than 24 inches at the shoulder when fully grown, has short ears and a straight tail, and a maximum weight of 150 pounds. 

 

                     Key items of the requirements allowing Miniature Swine as pets are:

 

o                     Establishes restricted requirements for keeping Miniature Swine;

o                     Authorizes one Miniature Swine in a single-family dwelling unit or business;

o                     Prohibits Swine in multi-family dwelling units;

o                     Requires Miniature Swine to be spayed or neutered and prohibits propagation or breeding of Miniature Swine inside the City;

o                     Requires annual vaccinations against erysipelas, parvo virus and leptospirosis and proof of such from a licensed veterinarian;

o                                          Requires owners to maintain clean and sanitary conditions; and

o                     Requires microchip or other permanent identification and national registration.

 

BACKGROUND INFORMATION:

 

                     In 2009, the City of McKinney adopted chapter 26 of the McKinney Code that expressly prohibited the keeping of potbellied pigs (Miniature Swine).

 

                     On October 19, 2021, a McKinney resident requested that the City allow Miniature Swine as pets in the City’s corporate limits.

 

                     On November 16, 2021, a City Council work session was held for the City Council to discuss an amendment to allow Miniature Swine with restrictions.
