RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution

 

ITEM SUMMARY: 

                     The Resolution authorizes a contract with Kimley-Horn and Associates, Inc., to provide consulting engineering services for the design of Gabe Nesbitt Park Infrastructure Improvements for an amount not to exceed $160,000.

 

BACKGROUND INFORMATION: 

                     As the City is looking at expanding the amenities at Gabe Nesbitt Park, certain infrastructure improvements need to be made.

                     The improvements will include left and right turn auxiliary lanes from Eldorado Parkway into the park, sidewalks, waterlines, sanitary sewer lines, storm water drainage system, storm water detention systems, irrigation system expansion, and lighting within the park. 

                     Kimley-Horn submitted responses to both RFQ 13-08 for Major Roadway Design and RFQ 13-10 for Major Utility Design.  They were shortlisted by City Council on February 5, 2013 for both categories.  They were selected for this project from the other selected firms based on their availability to perform the project and their experience with similar projects in the DFW metroplex. 

                     Kimley-Horn submitted a proposal for this project in the amount of $133,500.  Their scope includes the following elements:

o                     Design of approximately three auxiliary turn lanes on Eldorado Parkway;

o                     Design approximately 600 linear feet of hike and bike trail along Eldorado Parkway;

o                     Design of approximately 1,600 linear feet of water line;

o                     Design of approximately 4,500 linear feet of a sanitary sewer line;

o                     Design storm sewer systems to accommodate the drainage from future buildings and parking lots on the site, including detention to predevelopment conditions if needed;

o                     Design modifications to the Eldorado Parkway and Hillsdale intersection;

o                     Design of a parking lot lighting system;

o                     Design of landscaping and irrigation elements for the park around parking lots;

o                     Preparation of a complete bid package, including plans, specifications, and contract documents;

o                     Bid phase assistance to the City; and

o                     Construction phase assistance to the City. 

                     Construction of this project is estimated to cost approximately $1.55 million. There also is a Budget Amendment included on this meeting agenda to modify the FY2014 Capital Improvement Program to fund this project.  Construction is anticipated to be complete in Fall 2014.

 

FINANCIAL SUMMARY: 

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Kimley-Horn, for an amount not to exceed $160,000.

                     Funding for this contract is included in the Capital Improvements Program project CO4271.
