RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the attached Resolution

 

ITEM SUMMARY: 

                     This Resolution amends the 2017 - 2021 Capital Improvements Program, by increasing the Wilson Creek Hike and Bike Trail Project budget, PK8062, by transferring $100,000 from PK1213 Hike and Bike Trail Construction.

 

BACKGROUND INFORMATION: 

                     The Wilson Creek Hike and Bike Trail Project (PK8062) is a FY16-17 Capital Improvements Project funded in an amount of $886,700.

 

                     Funds included in PK8062 are for both design and construction of the project.

 

                     The FY16-17 MCDC budget included additional funds for Hike and Bike Trail Construction project (PK1213).

 

                     The MCDC funds approved in the FY16-17 budget can be applied to design and construction of nonspecific trail projects.

 

                     There are MCDC funds available for use in an amount of $480,000.

 

                     Use of a portion of the funds are recommended for use to construct the Wilson Creek Hike and Bike Trail project.

 

                     The Wilson Creek Hike and Bike Trail project was bid in a manner consistent with State Law.

 

                     Six bids were submitted on February 2, 2017 with the lowest construction bid coming in at $676,692.

 

                     The ability to award the construction bid and utilize the funds available for this project is contingent on transferring the aforementioned funds into the Wilson Creek Hike and Bike Trail Project, PK8062, as noted in the Item Summary.

 

                     An accompanying Resolution to enter into a construction contract is also on this agenda for Council’s consideration.

 

FINANCIAL SUMMARY: 

                     This Resolution amends the FY2016-2017 annual CIP budget and the 2017 - 2021 Capital Improvements Program, by transferring $100,000 of MCDC funding from the PK1213 Hike and Bike Trail Construction Project to the PK8062 Wilson Creek Hike and Bike Trail Project.
