ITEM SUMMARY:
· This Ordinance will repeal Ordinance (No.94-08-23) which restricted the left turn movement for southbound Redbud Boulevard at Virginia Parkway (Louisiana Street) so modifications in the lane assignment can be made.
BACKGROUND INFORMATION:
· In 1994, the left turn movement was restricted by Ordinance in the southbound direction of Redbud Boulevard at Virginia Parkway (Louisiana Street).
· At the time and as today, westbound Virginia Parkway traffic consistently backs up from the US 75 interchange through the Redbud Boulevard intersection.
· Redbud Boulevard is not wide enough to allow for a separate southbound right turn lane which causes a significant queue if a vehicle must wait for a traffic gap to turn left onto eastbound Virginia Parkway.
· In order to maintain traffic flow from Redbud Boulevard onto westbound Virginia Parkway the left turn movement was restricted in 1994.
· Currently, some southbound traffic at this intersection is attempting to continue onto eastbound Virginia Parkway by traveling through across Virginia Parkway to the development driveway (103 S. Central Expressway NB) only to turn right onto eastbound Virginia Parkway.
· In order to continue maintaining the traffic flow from Redbud Boulevard onto westbound Virginia Parkway the through movement shall also be restricted.
· In 2003, City Council delegated to the Traffic Engineer full and complete control over all traffic regulations within McKinney.
· The existing lane restrictions for southbound Redbud Boulevard at Virginia Parkway (Louisiana Street) were established by an Ordinance in 1994; therefore it is necessary to repeal this Ordinance so the proposed Right Turn Only sign may be installed under the authority of the Traffic Engineer.
FINANCIAL SUMMARY:
· Funds for the removal and installation of the signs are available in the operating budget of the Public Works Department.
