ITEM SUMMARY: 

                     The city is a grantee of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development and was awarded an FY 2020-21 allocation of $850,449.  The city also received a total CDBG-CV allocation of $1,228,992 (CDBG-CV), authorized under the Coronavirus Aid, Relief, and Economic Security Act, Public Law 116-136 (CARES Act). This scope of CDBG-CV funding will be used to assist eligible residents with rental, mortgage, and utility assistance to benefit eligible low-to-moderate income households.

                     CDBG-CV funding must be used to prevent, prepare for, and respond to coronavirus; HUD has provided waivers and provisions for the city to use its CDBG program year 2019 funds to prevent, prepare for, and respond to coronavirus purpose within FY 2020-2021 program year. These program year 2019 classified in the previous annual action plan as housing rehab funds (CDBG) will be reclassified as FY 2020-2021 CDBG-CV COVID-19 housing rehab funds, with $401,328 to assist with home repairs and $10,000 of the reclassified funds provided to the McKinney Fire Department under the CDBG-CV telehealth services program.

 

BACKGROUND INFORMATION: 

                     Public comment period was held November 22 - December 1, to notify the public of proposed ordinance as an amendment to the program year and budget, which includes PY 2019 funds reclassified as CDBG-CV funds.  Public hearings, public comment periods and presentations were held August 4, August 18, November 3, and November 10 for the first two allocations of CDBG-CV funds.

                     $10,000 will be used for health services and $401,328 will be used to home repair services to benefit low-to-moderate income households.  Total funding: $ 411,328.

 

FINANCIAL SUMMARY: 

                     The Ordinance amends the Fiscal Year 2020-2021 Annual Budget, allocating funds received from HUD for the McKinney CDBG-CV Program in the total amount of $411,328 under the CDBG program year and city fiscal year, ending September 30, 2021. CDBG-CV activities will be tracked under fiscal account numbers that begin with the sequence of 017-1704.
