RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

ITEM SUMMARY: 

                     Western Specialty Contractors of America (Western) has submitted a proposal to provide Design/Build Services for Phase 1 of the McKinney Silos Restoration Project (GR2109) in the amount of One Hundred Seventy-Three Thousand, Seven Hundred Eighty and No/100 Dollars ($173,780.00).

                     This Resolution authorizes the City Manager to execute a Design/Build Services Agreement with Western to provide construction and engineering services and potential changes to that scope of services for Phase 1 of the McKinney Silos Restoration Project in an amount not to exceed $190,780 which includes a contingency of $17,000.

BACKGROUND INFORMATION: 

                     A recent study found that the McKinney Silos were in need of repair and restoration. The City has owned the silos since 2019.

                     The McKinney Silos are an important architectural feature in the master plan for the future municipal complex and will also be a canvas for the Guido Van Helten mural.

                     The City issued a Request for Qualifications (22-10RFQ) to solicit responses from qualified firms for the design and rehabilitations of the McKinney Silos.

                     Out of the 1,742 supplier notifications, four (4) statements of qualifications (SOQs) were received on November 18, 2021.

                     A design/build approach was utilized in an effort to achieve competitive pricing.

                     A committee comprised of staff from the McKinney Performing Arts Center, Planning Department and Public Works reviewed and ranked the SOQs based on the following criteria:

                     Initial SOQ Scoring - 100 Points Maximum

o                     40 Points- Firm and Individual Qualifications

o                     25 Points- Capability and Capacity to Perform Work

o                     20 Points- References

o                     10 Points- Proposed Project Schedule

o                     5 Points- Submittal Completeness and Conformance

                     Interview- 25 Points Maximum

                     Of the four firms, Western Specialty Contractors of America were selected, based on qualifications, to participate in interviews with the committee. The

Interview was scored on the following criteria:

o 25 Points: Project team presentation, interaction, communication skills,

and response to interview questions.

                     Western Specialty Contractors of America was determined to be the top ranked firm after both steps of the selection process.

FINANCIAL SUMMARY: 

                     The total cost for silo restoration is currently estimated at $572,000. The resolution covers the cost for Phase 1. Phase 2 will be handled via a separate resolution in the future.

                     A companion budget amendment will add $488,000 in the Public Art Fund ($398,000 from Hotel/Motel Fund and $90,000 from TCA grant) to accommodate the funding required for the project.

                     Future agenda items will be presented for consideration and approval of Phase 2 in an amendment to this contract for additional construction and engineering services.
