RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute an amendment to the professional services agreement with Lake | Flato + Parkhill to provide architectural and engineering (A/E) services from design development & construction documents phase through the bidding and construction administration phase in conjunction with the McKinney Municipal Complex Project (FC1707).

                     The selected consultant team, Lake | Flato + Parkhill, submitted a proposal to provide A/E services for design development documents, construction documents, civil engineering, landscape architecture and planning, workforce planning, future of work interviews, design liaison, research & reviews, design of information transport systems, audio-visual infrastructure, audio/video infrastructure, security design, envelope assemblies, ADA and TAS design review and recommendations, cost estimating, site entitlement, interior design, furniture, fixture & equipment services, structural peer review, bidding services and construction administration,  for the McKinney Municipal Complex Project.

 

BACKGROUND INFORMATION: 

                     The City has an existing fully executed AIA Owner-Architect Agreement for this project for Phases I and II dated December 4, 2020. Lake|Flato + Parkhill submitted a proposal to amend the existing agreement to include Phases III and IV.

                     Lake | Flato + Parkhill is a professional services joint venture between Lake | Flato Architects and Parkhill Smith & Cooper, Inc. formed to provide architectural and engineering services for this project and is based in Frisco, Texas. Lake | Flato Architects is an award-winning San Antonio, Texas based architectural firm that has a multi-faceted portfolio including civic, cultural, educational, residential and hospitality projects. Parkhill Smith & Cooper, Inc. is a long-standing multidisciplinary design firm with offices in Texas, Oklahoma and New Mexico that provides professional services including architectural, engineering and planning in a wide variety of project types.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes the City Manager to execute an amendment to the  professional services agreement with Lake | Flato + Parkhill for the Architectural and Engineering Services for the McKinney Municipal Complex Project for an amount not to exceed $6,724,116 which includes a $100,000 contingency.

                     A companion budget amendment will amend the Fiscal Year 2020-2021 Annual Budget and the 2021-2025 Capital Improvements Program by appropriating and transferring $3,000,000 from the General Fund and appropriating the funds in the Facilities Improvement Fund for the new McKinney Municipal Complex Project (FC1707).

                     With approval of this item and the companion agenda item and ordinance, the total project budget remaining for this project (FC1707) will be $1,287,598.
