ITEM SUMMARY: 

                     The Parks and Recreation Department is requesting to reallocate funds in the amount of $1,250,000 for design and construction work to further the implementation of the Gabe Nesbitt Community Park master plan.

BACKGROUND INFORMATION: 

                     The MCDC approved $5,500,000 in funding for this FY17-18 to implement various elements of the Parks Master Plan.

                     The approved allocation of these funds is as follows:

$1,250,000 Finch Park Phase IV

$1,000,000 Hike and Bike Trails

$500,000 Land Acquisition

$500,000 Gray Branch Park Phase 1

$250,000 Park Accessibility

$500,000 Al Ruschhaupt Park Restroom Renovation

$1,500,000 Senior Center Expansion

                     Since the development of the funding allocation plan, the design of the expansion of the John and Judy Gay Public Library has advanced. The facility’s proposed site plan enhancements present opportunities to deliver specific elements of the Gabe Nesbitt Community Park master plan as part of that scope of work.

                     This request to reallocate funds will allow the Parks & Recreation Department and Library Department to partner to construct parking, trails, park amenities, and a new roadway to connect the library area with the currently developed area of Gabe Nesbitt Community Park (near PSA). 

                     This request further allows the Parks & Recreation Department to evaluate and execute other improvements in that area, which can result is cost savings and other efficiencies if done concurrent with the library expansion project.

                     Funds for this work shall be moved from Hike and Bike Trails ($750,000) and Land Acquisition ($500,000). Hike and Bike Trails funds were selected since this project will include pedestrian connections, and the remaining $250,000 in this project category is sufficient to continue the design of additional connections throughout the City. Land Acquisition funds were selected because we anticipate accepting over 100 acres of donated park land in the in the first quarter of 2018 at no cost to the City.

FINANCIAL SUMMARY:

                     This request is eligible for MCDC consideration under Sections 501 to 505 of the Texas Local Government Code.

                     These projects promote parks and park developments that will enhance the quality of life for McKinney residents.
