RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY: 

                     The City receives Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). Every five years, the City develops a Consolidated Plan that is comprised of eligible activities and projects that impact McKinney’s housing and community needs.  Within this plan, an Annual Action Plan serves to identify housing and community development needs, and goals and how CDBG and other funds will be allocated to those activities meeting those needs.  If there is an adjustment to those needs, a substantial amendment is enacted, and the public is invited to give input.  Amendments may include new programs or reprogrammed activities developed from changing community needs and public input, since the implementation of the plan.

                     The City updated its Consolidated Plan in August 2020 with community input. The current updates are based on Council input on the Root Policy Housing Needs Assessment approved by City Council in October 2020.  The use of CDBG funds is one of multiple resources that may assist in achieving goals to serve the community.

                     These amendments allow CDBG funding to be used for these projects. Programs funded under these substantial amendments will be brought back before City Council individually for approval.

 

BACKGROUND INFORMATION: 

                     Under the Consolidated Plan, a substantial amendment is required for any change of 25% or greater in the amount of funds reserved for a particular project, or any change in the purpose, scope, or intended beneficiaries of a project, or any proposed addition of a new project/activity not previously described in the Annual Plan or Consolidated Plan. Activities must predominantly serve low- and moderate-income persons or households.

                     Residents will be able to give public input on initial proposed amendments June 13-15, 2021. McKinney City Council will conduct a public hearing on June 15, 2021 to allow citizens opportunity to comment before amendments are submitted to the U.S. Department of Housing and Community Development (HUD) for review and final approval.   Activities will also be included under the final draft of the CDBG FY 2021-2022 Annual Action Plan and Substantial Amendments to the Consolidated Plan; public comment will be available in July prior to the City Council public hearing on August 3, 2021.  Performance of the amended programs, if approved, will be included in the City’s year-end CAPER (Consolidated Annual Performance Evaluation Report), 90 days after the end of the reporting period, and will be available for public input.

 

FINANCIAL SUMMARY: 

                     No impact to the General Fund.  Application or RFP will be required for activities.

                     Estimated total of reprogrammed and unprogrammed funds: $529,660. Funds reprogrammed from previous program years, are proposed to expand housing activities with three programs based on need and public input. (table attached).

                     Substantial amendments will be submitted to HUD for approval under the next Annual Action Plan to be effective October 1, 2021.
