RECOMMENDED CITY COUNCIL ACTION:
· Approval of Resolution.
ITEM SUMMARY:
· This Resolution authorizes a contract with Brown & Gay Engineers, Inc. (BGE), to provide consulting engineering services for the design of Cole Street from Bass Street to College Street for an amount not to exceed $230,000.
· The project includes the reconstruction of water lines, sanitary sewers, storm drains, street paving, and sidewalks.
BACKGROUND INFORMATION:
· BGE submitted a response to RFQ 13-09 for Minor Roadway Design. They were one of ten firms shortlisted by City Council on February 5, 2013.
· BGE was selected for this project based on their experience with similar projects and their performance on other City of McKinney projects.
· BGE submitted a proposal for this project in the amount of $202,265. Their scope includes the following elements:
o Topographical and boundary survey;
o Design of infrastructure improvements including:
· 2260 feet of water line
· 2045 feet of sanitary sewer
· 930 feet of storm drain, with potential modifications to existing headwalls
· 2000 feet of concrete street paving
· Continuous sidewalk and curb ramps for ADA compliance
o Environmental investigation and project documentation;
o Bid phase services; and
o Construction phase services.
· The estimated construction cost of the project is $1,385,000.
· Design of this project is anticipated to take six months to complete. Construction is anticipated to begin in October 2015 and to be complete by July 2016.
FINANCIAL SUMMARY:
· This Resolution authorizes a design contract and any necessary supplemental agreements with Brown & Gay Engineers, Inc., for an amount not to exceed $230,000.
· Funding for this contract is included in the Capital Improvements Program (CO9151 in the amount of $1,700,000).
· The funding sources for CO9151 will be split 80% from the street construction fund and 20% from the utility construction fund.
· With the approval of this item, $1,470,000 will remain in project CO9151.
