ITEM SUMMARY:  
·      This resolution approves the conduct of a Master Plan Update for McKinney National Airport
 
BACKGROUND INFORMATION:  
·      The City conducted an Airport Master Plan Update (MPU) in 2004-05.
·      A MPU gathers and uses the most recent data from the airport, City, Region and federal and state aviation agencies to include airport design and use standards, forecasts and models to make recommendations to the City concerning the future development of the airport.  
·      Future development is illustrated from Master Plan data in the form of an Airport Layout Plan (ALP), which is developed and approved by the City and must be kept updated and on file with the Texas Department of Transportation, Division of Aviation.  
·      Master Plan data and the ALP are used to justify projects as eligible for financial assistance from federal and state funding agencies.
·      The Collin County Airport Development Corporation completed an ALP Update in late 2011.
·      Several dramatic changes have occurred since 2011 that have impacted airport business and increased pressure to develop the airport.
·      Those changes include the City and region's residential and business growth, acquisition of the Fixed Base Operation (FBO), its facilities and a long-term lease, the Wright Amendment Repeal, a rebounding economy, growth in business aircraft sales and operations, a ten-percent surge in airport traffic and plans to improve airport access (FM546).
·      An important ancillary benefit of conducting a MPU is its ability to bring elected officials, City and County management and staff and regional business and community leaders together in the interest of developing a world-class business airport.
 
FINANCIAL SUMMARY:
·      TxDOT supports a MPU and has tentatively budgeted $425,000 in their FY 2016 funding program; however, they are amenable to funding the project in  FY2015 if funds should become available this year.
·      If Council approves this request, the City will be responsible for ten-percent (10%) of the project cost, which would come from the FY15 or FY16 Airport Operating Budget for Professional Services.
