ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Mario Sinacola and Sons Excavating, Inc., for the Construction of the Wilmeth Road (Lake Forest Drive to Hardin Boulevard) Project (ST1719) for a total contract amount not to exceed $21,000,000.
BACKGROUND INFORMATION:
• Kimley-Horn and Associates, Inc. prepared the construction plans for the Wilmeth Road (Lake Forest Drive to Hardin Boulevard) Project (ST1719).
• Wilmeth Road is currently identified as a four-lane divided greenway arterial (G4D Classification) per the Master Thoroughfare Plan.
• This project will construct a new segment of Wilmeth Road as a 4-lane divided roadway (approximately 1.7 miles in length) from Lake Forest Drive to Hardin Boulevard.
• Construction of this new segment of Wilmeth Road will support further development of City’s Northwest Sector and improve mobility by further reducing reliance on US 380 for east/west connectivity to/from US 75.
• The project will also include construction of the southbound lanes of Hardin Boulevard from the existing terminus south of Holley Ridge Way to Wilmeth Road (approximately 1,550 linear feet) and the northbound lanes of Taylor Burke Drive from Ryeland Cove to Wilmeth Road (approximately 1,100 linear feet).
• Multi-lane roundabouts will be constructed at three intersections of Wilmeth Road including Lake Forest Drive, Taylor Burke Drive/CR 943, and Hardin Boulevard as part of the project. The use of roundabouts at these intersections have been previously identified and determined to provide the most efficient and safest intersection flows long-term.
• The project will also include a 6-lane twin bridge structure along Wilmeth Road over Franklin Branch.
• Roadway illumination will be installed for the length of the project.
• The project design includes a multi-phased traffic control plan which minimizes construction impacts to existing roadways in the project area as well as the intersections of Lake Forest Drive and Hardin Boulevard.
• The City issued invitations to bid (22-06CC) to solicit responses from qualified contractors for the Construction of Wilmeth Road (Lake Forest Drive to Hardin Boulevard) Project ST1719.

• Out of 995 supplier notifications, five (5) bids were received on December 2, 2021. The following is a summary of the bids:

• Mario Sinacola and Sons Excavating, Inc., submitted the low bid in the amount of $19,314,111.06. The Engineer’s Opinion of Probable Construction cost was $18,610,549.
• Mario Sinacola and Sons Excavating, Inc., submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation.
• The contract documents require that this project be substantially completed within 680 calendar days after issuance of the Notice to Proceed, which is expected to be issued in February 2022. Construction is expected to be complete by January 2024.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with Mario Sinacola and Sons Excavating, Inc., for an amount not to exceed $21,000,000.
o $19,680,000 (93.7%) allocated towards street funding (Fund 21)
o $1,320,000 (6.3%) allocated towards drainage funding (Fund 62)
• With the approval of this item, $2,293,902 will remain in Project ST1719.
o $2,293,902 will remain in street funding (Fund 21)
o $0 will remain in drainage funding (Fund 62)
• Collin County has agreed to participate in funding of this project through their 2018 Bond Program in an amount not to exceed $11,003,930 under Collin County 2018 Bond Project No. RI18010 (fully executed Interlocal Agreement dated October 21, 2020).
