RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution amends expenditures in the 2012-2016 Capital Improvements Program by increasing the budget for the improvements along Alma Road from Stacy Road to Fire Station #8, and Silverado Trail from Alma Road to Comstock Elementary. 

                     The changes to the budget are as follows:

o                     Transfers $266,324 from Lake Forest Drive Extension from Wilmeth to Bloomdale (ST6093) into Alma Road and Silverado Trail Completion (ST9114).

o                     Transfers $410,000 from Intersection Improvements at SH 5 between Eldorado / Industrial and Tennessee (ST7127) to (ST9114).

o                     Transfers additional Collin County funds in the amount of $123,676 from Airport Drive Phase II (ST8145) to (ST9114).

 

BACKGROUND INFORMATION: 

                     The 2012-2016 Capital Improvements Program includes funds in the amount of $2,800,000 for the Alma Road and Silverado Trail Completion Project. 

                     Design of the project began in June 2011.  During the design of the project the following changes were made:

o                     Added pavement for right turn lanes at Alma Road and Silverado Trail for eastbound and southbound traffic. ($40,000)

o                     Added a median opening on Alma Road and a median opening on Silverado Trail as part of our ROW negotiations. ($60,000)

o                     Added 325 feet of 5’x5’ storm sewer to accommodate future development of adjacent property ($70,000)

o                     Added storm sewer pipe and inlets needed to efficiently drain the basin in the interim undeveloped condition and to better accommodate development ($90,000)

o                     Added a drainage swale to accommodate the interim drainage condition and efficiently drain the undeveloped basin ($30,000)

o                     Extended the sanitary sewer main to allow septic tanks to be removed ($30,000)

o                     Added water connections to undeveloped tracts as part of the ROW negotiations ($20,000)

o                     Added hike & bike trail along Silverado Trail ($50,000)

o                     Added street lighting along Silverado Trail from Alma Road to McKinney Ranch Parkway ($90,000)                     

 

Sources of additional funds:

                     The 2012-2016 Capital Improvements Program includes Lake Forest Drive Extension from Wilmeth to Bloomdale (ST6093).  This project has current funds; however, it is not scheduled for construction in the current fiscal year and a developer has contributed a substantial portion of this project through the completion of the southbound lanes thereby reducing the cost of this project.  With the reduction of the cost of this project the funds are available to be transferred to another project.

                     The 2012-2016 Capital Improvements Program also includes matching funds for Intersection Improvements at SH 5 between Eldorado / Industrial and Tennessee (ST7127).  This project is a project managed by TxDOT and initially required City matching funds.  Because TxDOT funding was sufficient without the City’s matching funds the City is not required to participate with TxDOT in funding this project, so the reserved funds are available for transfer. 

                     Collin County will fund half the cost of construction.  With the increase in the cost of construction the County share has been increased in proportion to the increase in cost.  Airport Drive Phase II has been completed leaving a surplus of County Roadway bonds.  This transfer was discussed explicitly in the ILA approved for this project.

 

FINANCIAL SUMMARY: 

                     The financial summary provides the detail for the funding changes to the Alma Road and Silverado Trail Completion Project (ST9114), the Lake Forest Drive Extension from Wilmeth to Bloomdale (ST6093), the Intersection Improvements at SH 5 between Eldorado / Industrial and Tennessee (ST7127) and Airport Drive Phase II (ST8145).
