RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Ordinance

 

ITEM SUMMARY: 

                     This Ordinance will accomplish the following:

                     o                     Make it unlawful to park a vehicle improperly within any City of McKinney-owned parking lots.  

                     o                     Make it unlawful to park a vehicle within a space designated for the exclusive use of charging an electric vehicle while not utilizing the charging station. 

                     o                     Allows for the ability to establish time restrictions for City of McKinney-owned parking lots, but will allow for an exception for vehicles parked within the handicapped parking spaces within said parking lots. 

                     o                     Makes it unlawful to park a vehicle within an alley.  

 

BACKGROUND INFORMATION: 

                     As the City continues to grow, parking within the downtown area has become more challenging.  This Ordinance attempts to address many of the complaints concerning vehicles parked improperly within the parking lots and within alleys blocking access to homes and businesses.

                     This Ordinance will make it unlawful to park a vehicle in such a position that the vehicle is not entirely parked in the designated parking space, to park a vehicle so that it occupies more than one parking space or to park in any area within any City-owned parking lots not designated a parking space.

                     This Ordinance will also make it unlawful to park a vehicle within the access aisle of a handicapped parking space and to park a non-electric vehicle or an electric vehicle within a space designated for the exclusive use of charging vehicles within City-owned parking lots while not utilizing the charging station. 

                     This Ordinance will make it unlawful to stop, stand or park within an alley located within McKinney.

                     This Ordinance will provide City Staff the ability to establish three hour parking time restrictions within City-owned parking lots yet provides an exception to the time restrictions for any vehicle that is properly parked in a handicapped parking space.     

 

FINANCIAL SUMMARY: 

                     Funds to install any signage related to this item is available in the operating budget of the Engineering Department.
