RECOMMENDED CITY COUNCIL ACTION:
· Approval of the Resolution.
ITEM SUMMARY:
· This Resolution authorizes a professional services contract to provide architectural and engineering services related to the design of a Downtown Parking Structure to be located in the Downtown MTC District.
BACKGROUND INFORMATION:
· Six firms submitted statements of qualifications and were evaluated by City staff from the Development Services, Engineering, Planning and Purchasing departments.
· From the six firms that submitted, the three top ranking firms were interviewed by the evaluation team, and the firm of Carl Walker, Inc. (CWI) received the highest ranking.
· Carl Walker, Inc. is an award winning, nationally recognized engineering and parking consulting firm based in Kalamazoo, Michigan with multiple office locations including Frisco, Texas.
· On November 3, 2014, City Council previously provided direction for a parking consultant to be selected for the evaluation of two potential parking structure sites in downtown McKinney for an amount not to exceed $75,000.
· Carl Walker, Inc. was previously engaged to provide professional parking consulting services related to the evaluation of potential sites for a Downtown Parking Structure and has completed that scope of work.
· Carl Walker, Inc. has submitted a proposal to provide complete architectural and engineering services related to the design of a Downtown Parking Structure in an amount of $826,000 for fees and an estimate of $17,200 for reimbursable expenses for a total proposal amount of $843,200.
FINANCIAL SUMMARY:
· The architectural and engineering services portion of the Downtown Parking Structure Project (FC1203) is in the FY15-16 Capital Improvements Program and is funded by general obligation funds.
· The Resolution authorizes a professional services contract for architectural and engineering services, including potential changes to the scope of services, with Carl Walker, Inc. for an amount not to exceed $950,000.
