RECOMMENDED CITY COUNCIL ACTION:

                     Public hearing to receive citizen input on the selection of a location for the first City-sponsored Public Art Mural.

                     Consider/Discuss/Act on the selection of the location for the first City-sponsored Public Art Mural.

 

ITEM SUMMARY:

                     The Arts Commission currently recommends locating the mural at 400 W. Virginia Street, on the southern wall of the current Chamber of Commerce and Volunteer McKinney location.

                     The Arts Commission formerly recommended locating the mural at 112 S. Kentucky, on the southern wall of the current “Cadillac Pizza” building.

                     The mural design, timeline, and draft budget, License Agreement with the building owner, and Artist’s Contract are attached.

                     Finalized license agreement, artist’s contract, and budget amendment will come before Council on February 16, 2016.

 

BACKGROUND INFORMATION:

                     The Artist and Design for the Mural was selected by a Public Art Selection Subcommittee. A Call to Artists for North Texas Arts was issued and Misty Oliver

-Foster’s design was chosen from the eight (8) submissions and approved by the Arts Commission on March 25, 2014.

                     The building located at 112 S. Kentucky (Cadillac Pizza) was originally chosen for the site of the mural. Other sites were considered due to wall repair costs of $6,400 at Cadillac Pizza location.

                     If Council approves funding of $6,400 for the wall repair at Cadillac Pizza location from the City-funded portion of the Public Art Fund, either location is favorable to the McKinney Arts Commission.

                     If a 50/50 match is required as outlined by the Public Art Administrative Guidelines, the McKinney Arts Commission recommends the 400 W. Virginia location.

 

FINANCIAL SUMMARY:

                     The estimated total cost of the 2016 Public Art Mural, including $1,500 previously approved for artist’s design concepts, is $15,000. Private pledges for 50% of the project cost have been secured.

                     $28,013 is in the City-funded portion of the Public Art Fund and is available with matching funds.

                     $6,750 is available in the privately-funded portion of the Public Art Fund.

 

BOARD OR COMMISSION RECOMMENDATION:

                     The selection of the building at 400 W. Virginia was approved by Arts Commission at the January 21, 2016 meeting. The selection of the artist and design concept, corresponding expenditure from the Public Art Fund, and mural placement on the building located at 112. S. Kentucky (Cadillac Pizza) was approved by the McKinney Arts Commission at a March 25, 2014 Special Arts Commission Meeting.
