Consider/Discuss/Act on a Resolution Authorizing a Contract for Engineering Services to Perform the Sanitary Sewer Evaluation Study for the Inflow/Infiltration Phase V Project.

Summary

MEETING DATE:                     February 15, 2010

DEPARTMENT:                      Development Services/Engineering

CONTACT:                       Paul Tucker, P.E., Senior Utility Engineer

RECOMMENDED CITY COUNCIL ACTION:

                     Approval of the Resolution.

ITEM SUMMARY:

This Resolution authorizes the City Manager to execute a contract with RJN Group, Inc. to perform a sanitary sewer evaluation study (SSES) for a portion of the sanitary sewer system located generally west of US Highway 75 between McKinney Ranch Parkway and Comegys Creek, for an amount not to exceed $380,000.

BACKGROUND INFORMATION:

The sanitary sewer evaluation study will identify problems with the existing sanitary sewer system and will be used to select and prioritize projects for ongoing maintenance to reduce inflow and infiltration.

Reducing inflow and infiltration results in less flow in the sanitary sewer system, thereby reducing the cost to the ratepayers for treatment by the North Texas Municipal Water District.

Minimizing  inflow and infiltration also reduces the frequency of sanitary sewer overflows, thereby ensuring compliance with Texas Commission on Environmental Quality (TCEQ) regulations.

The scope of services for this study includes:

O                     Smoke testing 235,279 linear feet of sanitary sewer mains.

O                     Cleaning and camera inspection of 25,000 linear feet to determine the location and nature of the defects.

O                     Inspection of 816 manholes.

O                     Preparation of a final report including recommended methods for rehabilitating the identified defects.

A proposal in the amount of $345,255.39 has been submitted by RJN Group, Inc. to perform the study.

This contract is the fifth phase of the SSES program.

RJN Group, Inc. is an engineering and information technology services firm with an extensive knowledge of sanitary sewer systems, testing, and the evaluation required.

FINANCIAL SUMMARY:

The Resolution authorizes a professional services contract with RJN Group, Inc. for an amount not to exceed $380,000.

Funds are available in the Capital Improvements Program in WW5024 Inflow/Infiltration Projects Ph. V (CMOM Project).
