RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     The Gabe Nesbitt Tennis Center Expansion project includes the addition of 12 new tennis courts, a satellite restroom, a small playground, bleacher shade structures and additional parking.  The project also provides for amenities within Gabe Nesbitt Park which includes new playgrounds, open play areas for sports practices, public restrooms, pavilions, hike and bike trails and an 1800 sf maintenance/restroom building to include office space. Planning of this project began in 2015.

                     The project included a base bid and 4 add alternates:

 

o                     Alternate 1:  Two tennis court pods which included bleachers, shade structure, benches, landscape and irrigation

o                     Alternate 2:  Large playground, shade structure, safety surfacing and general site work

o                     Alternate 3:  Pavilion, bike rack, signage, decomposed granite, and tables (Green Garden)

o                     Alternate 4:  Tennis court shade structures (11) over the bleachers (unit price)

 

                     City staff worked with Schrickel Rollins and Associates, Inc., a landscape architecture firm, on preparing the construction plans and specifications as needed for project bidding.

 

                     Staff recommends awarding the construction bid to Cooper General Contractors in an amount of $8,169,644.00 (includes base bid + all 4 alternates) and not to exceed $8,844,644.00 (construction contingency). 

 

BACKGROUND INFORMATION: 

                     A total of three very competitive bids were submitted and accepted through the competitive sealed proposal bidding process.  This construction procurement process allowed the review team to look at not only the bid numbers, but also firm experience on similar projects and subcontractor qualifications. 

 

                     Cooper General Contractors submitted the lowest bid for the construction of the project and was also rated the highest on construction qualifications for this project.

 

                     If approved, construction should begin in February 2018 with a 365 day contract schedule.

 

FINANCIAL SUMMARY: 

                     The Gabe Nesbitt Tennis Expansion Project (PK4396) is a FY17-18 Capital Improvements Program funded by MCDC funds and Parkland Dedication Funds Zone 3.

 

                     The original project cost was developed in 2015 and estimated at $7,000,000. The actual project costs are $9,600,000 which includes all design and development costs and provides for a project contingency.

 

                     In a concurrent CIP Amendment, staff is requesting additional construction funds as needed to pay the full project costs.

 

                     Below is a breakdown showing the project budget ($9,600,000).

BOARD OR COMMISSION RECOMMENDATION:

                     On December 14, 2017, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract for the Gabe Nesbitt Tennis Center Expansion project to Cooper General Contractors as recommended.
