RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $455,750, as well as all required supplemental agreements thereto, with Teague Nall and Perkins, Inc. for professional consulting engineering services for the Accessibility Improvements (Eastside Phase 2) Project (ST1834), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $500,000.

 

BACKGROUND INFORMATION: 

                     The City developed an ADA Transition Plan Update in 2015 which identified areas were ADA improvements need to be made. The plan sets out an outline of how the City will upgrade the City’s programs, policies, and facilities to meet ADA guidelines. 

                     For the public rights of way, a survey of all the barrier free ramps in the city was conducted.

                     The plan focuses on making improvements to areas that are high pedestrian generators and have high pedestrian activity first.

                     City staff has used a ranking system and identified several pedestrian routes in East McKinney that are in need of accessibility improvements. These routes were selected based on existing conditions of the sidewalk ramps, available right-of-way for the improvements, and close proximity to pedestrian generators.

                     The following locations will be designed including sidewalk construction or reconstruction as needed, and construction of pedestrian ramps.

o                     Tennessee Street from Elm Street to Davis Street (West Side Only)

o                     Kentucky Street from Forest Lane to Davis Street (West Side Only)

o                     Standifer Street from College Street to Tennessee Street (North Side Only)

o                     College Street from Sandifer Street to Louisiana Street

o                     Louisiana Street from Graves Street to Benge Street

o                     Virginia Parkway from Graves Street to Benge Street

                     The project is anticipated to add up to 25,000 linear feet of accessible sidewalk by providing new sidewalks or reconstructing existing sidewalks that are out of ADA compliance.

                     Various driveways and intersections will be reconstructed as needed to meet accessibility standards.

                     Project plans are being designed such that pedestrian corridors can be easily removed and bid separately or together based on project costs/funding.

                     Teague Nall and Perkins, Inc. submitted a response to RFQ 18-45 for On-call Roadway Design Services.  They were one of twelve firms shortlisted by City Council on October 8, 2018. 

                     Teague Nall and Perkins, Inc. submitted a proposal for this project in the amount of $455,750. Their scope includes the following elements:

o                     Basic Services (Design Services & Bid Phase Services)

o                     Special Services (Field Topographic Survey, Franchise Utility Coordination, Right-of-Way and Easement Documentation, Environmental Investigations, and Construction Administration Services)

                     The preliminary opinion of probable construction cost (OPCC) is $3,235,630.

                     Because the OPCC exceeds the planned project budget, any pedestrian corridors not constructed under this project will be constructed under future funding allocated for citywide pedestrian improvements.

                     The fee for basic services is $311,800 (9.6% of the OPCC) and the fee for special services is $143,950 (4.4% of the OPCC).

                     Design of this project is anticipated to take ten months to complete.  Construction is anticipated to begin as early as Spring 2020 and is expected to take nine months to complete

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract with Teague Nall and Perkins, Inc. for an amount not to exceed $500,000. 

                     Funds are available in the Capital Improvements Program Project ST1834.

                     With the approval of this item, $1,000,000 will remain in ST1834.

                     Additional construction funding is planned to be issued in FY19 from 2015 voter-authorized bonds.
