RECOMMENDED CITY COUNCIL ACTION:
·      Approval of Resolution

ITEM SUMMARY:
·      This Resolution authorizes a contract with Kimley-Horn and Associates, Inc., to provide traffic engineering services for the analysis of the traffic signals at US 380 and US 75 for an amount not to exceed $25,000.

BACKGROUND INFORMATION:
·      During the initial development of the McKinney Towne Crossing shopping center (located on the northwest quadrant of the US 75 and US 380 interchange) in 2007, the owners requested a traffic signal to be installed on US 380 at their main driveway, Drive B.
·      Due to the pending reconstruction of the US 75 and US 380 interchange, TxDOT denied the request for a signal at Drive B, but granted a temporary signal at the site's far western drive, Drive D.
·      Now that construction has been completed at the US 75 and US 380 interchange the owners of the McKinney Towne Crossing shopping center and the Cameron Crossing shopping center, located on the south side of US 380 at this interchange, have requested that the temporary signal at Drive D be moved to Drive B.
·      Because the Drive B is located less than 500 feet from the US 75 and US 380 interchange, both TxDOT and City staff have reservations about moving the traffic signal to Drive B.
·      Keeping the existing signal at Drive D is also a concern due to traffic operations on site of the Cameron Crossing shopping center.
·      The two shopping centers hired Kimley-Horn and Associates to conduct a traffic impact study at this location to document how the signal would operate if relocated to Drive D.  The study showed that the relocated signal would work fine if proper traffic signal timings were used.
·      The study was submitted to TxDOT for approval and TxDOT suggested the traffic signal be moved to Drive C which is between Drives B and D.
·      City staff acknowledged there is potential to move the signal to this new location, but this option would require modifications to the existing median on US 380 and on-site improvements for both developments.
·      To fully understand the potential impacts TxDOT requested that a traffic simulation be created to model both options.
·      The Consultant will conduct a study that models the operation for two scenarios, one with a signal at Drive B and one with a signal at Drive C. Additionally, the consultant will develop a comparison of the two scenarios and provide a recommendation for which option will work best for the corridor as well as the shopping centers. Video simulations will be created and presented to TxDOT for their review.
·      The consultant will prepare sketches of any proposed driveway improvements needed.

FINANCIAL SUMMARY:
·      Funding for this contract is included in the Engineering Department budget 001-4103-433-8516.
