RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes a contract with Dean Construction, Inc. in association with LanArc Design to provide design/build services related to the design and construction of the McKinney Baseball Fields to be located in Gabe Nesbitt Park in the amount not to exceed $1,750,000.
BACKGROUND INFORMATION:
• The City of McKinney owns the land within Gabe Nesbit Park where the new baseball fields will be located.
• As shown on the attached exhibit, the potential conflict between the baseball fields and skatepark areas requires the need for a quick decision.
• A Request for Qualifications (RFQ) for design/build services was developed in accordance with Texas Government Code Section 2267. The attached memo provides additional detail regarding the process and legal requirements related to the use of the design/build construction delivery method.
• The design/build construction delivery method was selected for a variety of reasons:
• the speed at which the total project, including the baseball fields and the skatepark, could be delivered
• the provision of a single source of responsibility for both design and construction on a simple design where construction costs can be continuously reviewed
• the need to work closely with the previously selected skatepark design/build team in order to realize potential shared savings between the two projects
• The following procedures are used in order to mitigate possible concerns regarding project costs in using the design/build construction delivery method:
• by statute, an independent licensed professional is designated as the person in responsible charge of the project for the city
• construction cost implications of the recommended design elements are constantly under scrutiny for value engineering opportunities during the entire project process
• The RFQ was advertised in October 2011 and five (5) design/build teams submitted their qualification statements in November 2011.
• The Statements of Qualifications (SOQ) were reviewed and evaluated by a team that included a representative of the end user group.
• Dean Construction has successfully constructed multiple park projects for the City of McKinney and the design/build team has successfully designed and constructed multiple baseball fields projects.
FINANCIAL SUMMARY:
• Current funding for this contract is available in the Capital Improvements Program in PK1210.
• This Resolution authorizes a contract with Dean Construction, Inc. for an amount not to exceed $1,750,000.
BOARD OR COMMISSION RECOMMENDATION:
• The Parks, Recreation and Open Space Advisory Board recommends the approval of this Resolution.
