RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of the Resolution.
 
ITEM SUMMARY:  
·      This Resolution establishes the hours for the reduced speed school zones at the following schools for 2013 summer sessions:
o      McKinney North High School
o      Scott Johnson Middle School
o      Malvern Elementary School
·      Summer school at McKinney North High School will be held during the following two (overlapping) sessions:
o      Session 1 will begin June 12, 2013 and will end July 30, 2013. School will be in session 7:30 a.m. to 12:30 p.m. Monday through Thursday from June 12 to June 27 and 7:30 a.m. to 12:30 p.m. Monday through Friday from July 8 to July 30.
o      Session 2 will begin July 15, 2013 and will end July 30, 2013. School will be in session 7:30 a.m. to 2:30 p.m. Monday through Friday.
·      The summer session at Scott Johnson Middle School will begin June 12, 2013 and will end June 27, 2013. School will be in session 8:30 a.m. to 12:30 p.m. Monday through Thursday.
·      The summer session at Malvern Elementary School will begin June 12, 2013 and will end July 25, 2013.  School will be in session 8:00 a.m. to 2:30 p.m Monday through Thursday.
·      For arrival, the reduced speed limit in the school zones will be effective beginning 45 minutes before the beginning of the school for the day and end 15 minutes after the beginning of school. For dismissal, the reduced speed limit in the school zones will be effective 15 minutes before the dismissal of school for the day and will end 45 minutes after the dismissal of school.
·      The overlapping school periods at McKinney North High School will be difficult to effectively sign; therefore, Staff recommends adding a sign, mounted below the speed limit sign, that says "When Flashing" (in lieu of the time period sign).
 
BACKGROUND INFORMATION:  
·      In 2003, the City Council adopted an Ordinance that provides a process to establish reduced speed school zones for summer sessions.
·      The process involves the City Council adopting a Resolution that establishes the reduced speed school zones for the summer sessions.
