RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of the attached Resolution.
 
ITEM SUMMARY:  
·      The proposed Resolution authorizes the application for and acceptance of, if awarded, a Collin County Parks and Open Space Funding Assistance Program grant for construction of hike and bike trails.
·      The Parks and Recreation Department is requesting assistance in the following amounts:
o      Rowlett Creek at 121 hike and bike trail -  $150,000
o      Wilson Creek hike and bike trail - $300,000
o      Rowlett Creek at Stacy Road hike and bike trail - $80,000
o      Comegy's Creek hike and bike trail - $400,000
·      This funding program requires a 50% match from the City. Currently, funding is available in the Comegy's Creek and Wilson Creek trail projects. Funding is available in the parkland dedication fund for the Rowlett Creek at 121 and Rowlett Creek at Stacy Road trail projects.
·      The application submission deadline to Collin County is July 6, 2015, with an award announcement in October of this year.
 
BACKGROUND INFORMATION:  
·      The Comegy's Creek trail connection provides a safe route from Malvern Elementary to the McKinney Community Center linking the trail to the Wilson Creek trail at Towne Lake.
·      The Wilson Creek trail connection extends the trail from the Wilson Creek Softball Complex to Eldorado Parkway which will eventually lead to the Heard Museum.
·      Rowlett Creek at Stacy Rd provides the undergrade crossing linking the Six Cities trail in Rowlett Creek Park to the Six Cities trail at the TPC Golf Course.
·      Rowlett Creek at 121 provides the connection of our Six Cities trail at the TPC Golf Course to the City of Allen's Six Cities trail under the Sam Rayburn Tollway.
 
FINANCIAL SUMMARY:  
·      The grant will be awarded in FY16.
·      The funding source for the matching funds for this grant application are:
o      Comegy's Creek Trail - MCDC Funding $400,000  (PK4326)
o      Wilson Creek Trail - General Obligation Bonds $300,000 (PK8062)
o      Rowlett Creek at Stacy Rd - Parkland Dedication Zone 3 $80,000 (PK9138)
o      Rowlett Creek at 121 - Parkland Dedication Fund Zone 3 $150,000
