RECOMMENDED CITY COUNCIL ACTION:                     

                     Conduct a Public Hearing to approve the end of the year CAPER report for the Community Development Block Grant (CDBG) before submittal to the U.S. Department of Housing and Urban Development.

 

 

ITEM SUMMARY: 

                     Regulations for the Community Development Block Grant (CDBG) require grantees to submit a Consolidated Annual Performance Evaluation and Report (CAPER) to HUD within 90 days of the close of each grant year.

                     The CAPER is a combination of reports generated by the U.S. Department of Housing and Urban Development (HUD) reporting system and a narrative written by the city.  Items addressed in the CAPER include:

o                     Assessment of 3 to 5 year goals and objectives, including a review of the past year’s performance, including Housing Rehabilitation and Public Services.

o                     Discussion of the city’s actions to affirmatively further fair housing.

o                     Number of low and moderate income households assisted with affordable housing.

o                     Discussion of the Continuum of Care actions regarding homelessness.

o                     Discussion of the city’s evaluation and reduction of lead-based paint hazards.

o                     Discussion of public housing initiatives.

o                     Ensure compliance with program and comprehensive planning requirements.

o                     Discussion of resources leveraged within the community.

o                     A self-evaluation regarding activities, schedules and grant disbursements.

 

BACKGROUND INFORMATION: 

                     This is the ninth CAPER prepared and submitted for the City of McKinney.  All previous reports were reviewed and approved by HUD. Upon review of past reports by HUD’s Regional Director, the City of McKinney has continued to meet or exceed compliance requirements.

o                     In addition, the CDBG program continues to meet or exceed performance measurement goals under Housing Rehabilitation and Public Services.  The primary goal of Grant Administration is to ensure timeliness of expenditures within guidelines and completion of compliance, program monitoring and reporting requirements.  The public receives updates year-round through the City’s Annual Action Plan, public hearings and other public education activities.

o                     The public comment period was conducted from November 19 - December 6, 2011. During this period, the CAPER report was available to the public online on the city’s website, as well as at the Community Services Department and the Roy and Helen Hunt Library. A minimum of 15 days is required for public review prior to Council review and approval. The CAPER report and public comments, if any, will be reviewed by City Council during a public hearing at the December 6, 2011 Regular Meeting. Upon City Council approval, the report will be submitted to HUD.

o                     During the reporting period, all activities, with the exception of Housing Activities were completed. North Collin County Habitat for Humanity utilized grant funding for lot acquisition to build affordable housing. HUD considers this activity complete when the deed to the home is registered in the homeowner’s name. The Housing Rehabilitation Program typically carries a balance forward each year. Prior year’s funding must be used before new allocations. All grant activities meet the needs of low-to-moderate income families and comply with HUD requirements.

 

 

FINANCIAL SUMMARY: 

                     The FY 2010-11 CDBG grant allocation totaled $597,046. The program expended $439,100.79 for the year.

o                     FY 2010-11 unspent funds are a combination of Housing Activities, Public Services and Grants Administration.

o                     Unspent funds, estimated at $157,945.21 will be requested for reallocation under Housing and Community Development Activities in FY 2011-12.

 

 

BOARD OR COMMISSION RECOMMENDATION:

                     The Community Grants Advisory Commission reviewed the CAPER on November 17, 2011 and recommended approval.  Upon approval by City Council on December 6, 2011, the year-end CAPER will be submitted to HUD as required by December 29, 2011.
