RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a supplemental agreement with Kimley-Horn and Associates, Inc. for additional professional consulting engineering services for the SH 5 Utility Relocations (Power House Street to Spur 399) Project (CIP Projects WA1633 and WW1633) for an increase in the not to exceed from $2,005,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $2,185,000.

 

BACKGROUND INFORMATION: 

                     Kimley-Horn and Associates, Inc. is currently under contract with the City for professional consulting engineering services related to the SH 5 Utility Relocations (Power House Street to Spur 399) Project (CIP Projects WA1633 and WW1633).

                     The project consists of required relocations and betterment of existing city water distribution mains and wastewater collection mains which have been identified to be in conflict with the proposed improvements to State Highway 5 by the Texas Department of Transportation (TxDOT).

                     As detailed design have progressed, the following additional services have/will be required which were not included in the original contract:

o                     Expanded survey and design for approximately 400 linear feet of 8-inch water line in Annie Street.

o                     Design revisions for a portion of one (1) 8-inch water line segment (W2A) along the east side of SH 5 due to changes in TxDOT’s proposed ROW as part of TxDOT’s ongoing design for the proposed improvements to SH 5 and future extension of Spur 399 east of SH 5.

o                     Design revisions and additional coordination due to the removal of one (1) 8-inch water line segment (W24) along the east side of SH 5 between Louisiana Street and Virginia Street.

o                     Design revisions for two (2) water line segments (W3B & W3) and one (1) 12-inch wastewater line segment (S1) just south of Spur 399 and SH 5 juncture in association with conflicts identified with the New Growth Housing Development currently under construction.

o                     Design revisions for a portion of one (1) 24-inch water line segment (W7) across Stewart Road due to easement acquisition coordination.

o                     Design revisions for one (1) 16-inch water line segment (W8) along the west side of SH 5 at Eldorado Parkway due to easement acquisition coordination.

o                     Design revisions for one (1) 8-inch water line segment (W32) across SH 5 south of US 380 due to easement acquisition coordination.

o                     Design revisions and additional coordination due to the removal of one (1) 8-inch water line segment (W26) in association with the ongoing design for the proposed development for Columbus McKinney.

o                     Expanded survey and design related to approximately 300 linear feet of 12-inch water line along the west side of SH 5 from Lamar Street to Walker Street.

o                     Expanded survey and design related to approximately 450 linear feet of 12-inch water line in public right-of-way east of SH 5 between Lamar Street and Walker Street including a 12-inch bore across SH 5 at Walker Street.

o                     Traffic control design revisions for Stewart Road, Lamar Street, and Annie Street related to the design revisions for the water and wastewater line segments above.

o                     Expanded survey and design related to approximately 100 linear feet of 16-inch water line along Tennessee Street west of SH 5 in association with the ongoing design for the proposed development for Snap Clean McKinney and TxDOT’s proposed improvements for SH 5.

o                     Expanded survey and design for approximately 260 linear feet of 12-inch water line and 165 linear feet of 8-inch water line along the east side of SH 5 south of Spur 399 in association with the ongoing design for the proposed developments for Victoria at Country Lane and Urbane Duo.

o                     Additional preparation of four (4) Permanent Easement Legal Descriptions and four (4) Temporary Construction Easement Legal Descriptions.

o                     Easement Legal Description revisions for thirty (30) Easements due to design revisions.

o                     Additional preparation of property ownership and easement strip map.

                     Construction of the project is expected to begin Spring-Summer 2023.

                     Construction of roadway improvements by TxDOT is expected to occur in late 2024 / early 2025 and city relocation of utility mains is expected to be substantially completed prior to commencement of TxDOT construction.

                     Kimley-Horn and Associates, Inc. submitted a proposal for $162,500.00 for the remaining additional services ($2,118,000.00 aggregate contract total), which has been reviewed by staff and exceeds the previously authorized not to exceed amount of $2,005,000.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a supplemental agreement with Kimley-Horn and Associates, Inc. for an increase in the not to exceed contract amount from $2,005,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $2,185,000.

                     Funding for this contract is included in the Capital Improvements Program (WA1633 and WW1633).

o                     Project WA1633 - $1,416,150.

o                     Project WW1633 - $768,850.

                     With the approval of this item, $14,761,652 will remain in project WA1633 and $9,060,748 will remain in project WW1633.
