RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $420,383, as well as all required supplemental agreements thereto, with Freese and Nichols, Inc. for professional consulting engineering services for the Chestnut Tank Improvements Project (CIP Project WA2240), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $465,000.
BACKGROUND INFORMATION:
• The existing 0.5 Million Gallons (MG) Chestnut Tank located near the general area of the Northwest corner of South Chestnut Street and East Davis Street formerly served the 794 pressure plane of the City’s water distribution system from 1952 until the tank was taken out of service by the Public Works Department on March 5, 2003.
• Since the elevated storage tank was taken out of service in 2003, it has remained in use for various cellular providers (per existing leases) as well as an iconic structure in the Historic Downtown McKinney area.
• An inspection of the existing tank structure was performed on September 18, 2020 and included recommendations to preserve and further utilize the structure including:
o Repaint the interior and exterior of the elevated steel tank. The existing paint coatings will be removed prior to repainting.
o Wind stability analysis for long-term empty tank condition and mounting of equipment;
o Various structural repairs expected for the age of the structure to preserve integrity and function;
o Improved mounting hardware for use by cellular providers.
• In addition, staff recommends using this major rehabilitation opportunity to improve/replace the lighting system, perform beautification of the site with landscaping and irrigation, including installation of an ornamental fence, tank logo placement, concealment of cable routing and other aesthetic improvements for continued use by cellular providers, and paving improvements to the adjacent parking lot.
• Electrical and lighting design is envisioned to provide full perimeter dynamic color lighting coverage of the tank replacing current lighting system which only illuminates a portion of the tank.
• Stakeholder engagement will be included as part of tank logo selection/placement and tank lighting design options.
• Coordination with Cellular Providers currently on the tank for temporary relocation while repainting the tank is included.
• The Opinion of Probable Construction Cost (OPCC) to make these improvements to the Chestnut Tank is approximately $2.5 million. The actual cost may be lower dependent on complexity of structural repairs, existing paint removal, and proposed lighting system.
• Freese and Nichols, Inc. submitted a proposal of $420,383 (16.5% of the OPCC) to perform the engineering services. The proposed fee is separated into basic services of $192,605 (7.5% of the OPCC) and $227,778 in special services (9.0% of the OPCC). Special services will be provided on an hourly basis, as needed during the design and construction.
o Basic services include consultant project management, pre-construction inspections, site planning, preliminary and final engineering, coordination with existing cellular providers, and bid-phase services.
o Special services will include construction-phase services, stakeholder engagement efforts, development of concepts/renderings, environmental specification development for construction, and specialized inspections of structural modifications and tank coating improvements.
• Freese and Nichols, Inc. submitted a response to 21-42RFQ Category 2 for professional services associated with water and/or wastewater facilities such as pump stations, lift stations, and water storage tanks. They were one of five firms shortlisted by City Council on September 7, 2021 and one of two firms selected from an informal Chestnut Tank Improvements RFQ requested by the Engineering Department.
• They were selected from this group based on their availability to perform the project and their experience with similar projects in the DFW metroplex.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract with Freese and Nichols, Inc. for an amount not to exceed $465,000.
• Funds are available in the Capital Improvements Program WA2240.
• With the approval of this item, $2,200,000 in available funds will remain in WA2240. Additional funding necessary for the construction phase will be included in the FY24 Capital Improvement Plan budget for WA2240 if necessary.
