RECOMMENDED CITY COUNCIL ACTION:
• Conduct second public hearing.
• Adoption of the budget ordinance on second reading.
ITEM SUMMARY:
• Proposed budget for all operating funds and CIP projects for FY2011-12 totaled more than $199.9 million (excluding interfund transfers).
• The tax rate will be $0.5855 per $100 assessed value.
BACKGROUND INFORMATION:
• The City Charter provides that “Upon receipt of the City Manager’s estimate, the City Council shall pass the appropriation ordinance on its first reading, using the City Manager’s estimate as a basis”.
• The first reading held on September 6, 2011 Council Meeting satisfied the Charter requirement.
• Following approval of the first reading, the appropriation ordinance, with any recommended changes, is to be published (published on September 11, 2011).
• After the first publication, the required second public hearing will be held.
• Any changes the Council wishes to make may be incorporated in the appropriation ordinance before the second and final adoption action by the Council.
• Following the second hearing, and final adoption of the appropriation ordinance, the City Council shall consider and pass an ordinance levying the taxes for the current year and pass a new fee ordinance.
SPECIAL CONSIDERATIONS:
• Budget Discussions - Budget-planning discussions were held on June 24, 2011, and August 5, 2011.
• Budget Ordinance - Public hearings were held on September 6, 2011 and September 20, 2011; and final adoption on September 20, 2011.
• Ordinance levying property tax rate - Final adoption and record vote is scheduled for September 20, 2011.
• City Services - Rates/Fee Change Ordinance - Rates adoption is scheduled for September 20, 2011.
