RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:  
·      This Ordinance will accomplish the following:  
o      Revises Ordinance 2014-06-035 (approved by Council on June 3, 2014) which established school zones and crosswalks for Scott Elementary School.
o      Modify the crosswalk locations for McGowen Elementary School.
o      Establish a crosswalk location for Scott Johnson Middle School.
 
BACKGROUND INFORMATION:  
 
Scott Elementary School
 
·      On June 5, 2014, after City Council approved Ordinance 2014-06-035 setting the school zones and crosswalks for Scott Elementary School on June 3, 2014, Frisco ISD Staff requested a revision to the placement of the crosswalk on Eden Drive.  This requested revision affects the placement of the crossing guards for the school.  The school zones and times for Scott Elementary School will remain unchanged.
·      The Principal for Scott Elementary altered the traffic circulation on the school warranting the change to the crosswalk locations.
·      This revision will set a crosswalk on Eden Drive approximately 120 feet north of Millbend Drive. This crosswalk will have a crossing guard.
·      The previously approved Ordinance had the crosswalk set at Fredericksburg Lane on Eden Drive. This crosswalk will be removed.
·      The previously approved crosswalks on Millbend Drive at Dripping Springs Lane and on Independence Parkway at Millbend Drive will remain unchanged.
 
McGowen Elementary School
 
·      On June 23, 2014, McKinney Engineering Staff met with the Principal for McGowen Elementary and McKinney ISD Staff to discuss altering the ingress and egress of the student walkers to help traffic circulation at the school for the upcoming school year. This change in circulation creates a need to change the crosswalk locations.
·      This revision will set crosswalks on Columbus Drive on the south side of Aylesbury Court and on Maidstone Way on the east side of the McGowen Elementary School drive within the existing reduced speed school zones. Both crosswalks will have a crossing guard.
·      The previously approved crosswalk set at Dartford Court on Columbus Drive will be removed.
·      The school zones and times for McGowen Elementary School will remain unchanged along with the crosswalk on McKinney Ranch Parkway at Columbus Drive.
 
Scott Johnson Middle School
 
·      Per the request of the Principal of Scott Johnson Middle School, a traffic study was conducted during the last month of school that determined the need for a crossing guard on Community Avenue at the Scott Johnson Middle School exit drive for the student pedestrians crossing at this location.    
·      A crosswalk is already set on Community Avenue on the north side of Scott Johnson Middle School exit drive within the existing reduced speed school zone. By establishing the crosswalk through Ordinance, an adult crossing guard can be placed at the crosswalk.
·      The school zones and times for Scott Johnson Middle School will remain unchanged.  
 
FINANCIAL SUMMARY:  
·      Funds for this item are available in the operating budget of the Utilities and Infrastructure Department.
