RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
·      This Resolution authorizes the Interim City Manager to execute a contract and all necessary change orders with P.C. Contractors LLC for the construction of the SCADA Controlled Pressure Reducing Valve 850 PP to 794 PP Project for a total contract amount not to exceed $ 247,000.
 
BACKGROUND INFORMATION:
·      Birkhoff, Hendricks & Carter, LLP, prepared the construction plans for this project.
·      Seven bids were received for this project on July 17, 2014.  The following is a summary of the bids:

·      P.C. Contractors, LLC submitted the low bid in the amount of $225,131.94.
·      P.C. Contractors, LLC submitted references and qualifications that were verified in accordance with the bid specifications.
·      The contract documents require that this project be completed within 120 calendar days after issuance of the Notice to Proceed, which is expected in mid-October.  Construction is expected to be complete in February, 2015.
 
FINANCIAL SUMMARY:
·      This Resolution authorizes a contract and all necessary change orders with P.C. Contractors LLC for an amount not to exceed $247,000.
·      Funds are available in the Capital Improvements Program in WA4206.
