RECOMMENDED CITY COUNCIL ACTION:      
·      Adopt by Resolution the City of McKinney Hazard Mitigation Plan
 
ITEM SUMMARY:  
·      The Office of Emergency Management is seeking adoption of the City of McKinney Hazard Mitigation Plan (HMP).  The HMP identifies the community's potential risks, outlines mitigation goals, and identifies risk reduction strategies to be undertaken by the City, subject to available funding, to reduce long-term consequences of natural hazards.
 
BACKGROUND INFORMATION:  
·      The Federal Disaster Mitigation Act of 2000 and the Federal Emergency Management Agency (FEMA) require communities to adopt a Hazard Mitigation Plan (HMP) to be eligible for Hazard Mitigation Assistance including but not limited to Pre-Disaster Mitigation (PDM) Grants and Hazard Mitigation Program Grant (HMGP) funding.
 
·      The HMP addresses natural and man-made hazards that can threaten life, property, and the environment in the City of McKinney.  The HMP provides strategies that minimize the impact of these hazards with actionable items for all hazards identified within the plan.
 
·      Per FEMA, adoption by the local governing body demonstrates the Jurisdiction's commitment to fulfilling the hazard mitigation goals and actions outlined in the plan.  In addition, adoption legitimizes the plan thereby authorizing responsible agencies to execute their responsibilities.
 
·      To maintain compliance, the City of McKinney must continue to participate in the HMP planning process as required by FEMA and the Texas Division of Emergency Management and undergo a complete plan update every 5 years.
