RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
·      This Resolution authorizes a supplemental contract with Halff Associates, Inc., to provide consulting engineering services for the design of lanes 5 and 6 on Virginia Parkway from Ridge Road to Bellegrove Drive for an amount of $307,300.
 
BACKGROUND INFORMATION:
·      Traffic volumes on Virginia Parkway currently exceed 25,000 vehicles per day, which is near capacity for a four-lane roadway, and will continue to grow as in-fill development continues along the corridor.  
·      The 2014-2018 CIP includes funding for two capacity improvement projects to widen Virginia Parkway from four lanes to six lanes.  The projects are ST1219 (limits from Bellegrove Drive to US 75) and ST1231 (limits from Ridge Road to Bellegrove Drive).  
·      The City is currently under contract with Halff Associates for the design of the first widening project, ST1219 - Virginia Parkway Lanes 5 & 6 from Bellegrove to US 75, a distance of approximately 9,500 feet.  Construction of this project is scheduled to begin in 2015.
·      The second project will widen Virginia Parkway from four lanes to six lanes between Ridge Road and Bellegrove Drive, a distance of approximately 9,000 feet.  It will also include traffic signal improvements at Lake Forest Drive and Crutcher Crossing, as well as illumination improvements for the corridor.  This project is planned for construction in 2015.
·      Halff Associates have effectively provided professional design services for the first widening section on Virginia Parkway, and they have the capacity to provide services needed to extend the original project limits to include the second widening project to Ridge Road.
·      Combining the two sections into a single project will improve the City's ability to phase construction activities in a manner that will minimize traffic impacts for the corridor.  It will also improve coordination efforts during design and construction by working with a single engineering firm on both projects.  
·      There is a potential for construction cost savings by extending the project limits due to more competitive bid prices for a larger project.
·      Halff submitted a proposal for the extended project limits in the amount of $307,300. Their scope includes the following elements:
o      Topographical and boundary survey;
o      Design of the new travel lanes and modification of existing medians along Virginia Parkway;
o      Intersection modifications at several cross streets due to independent street profiles for each direction of Virginia Parkway;  
o      Design of traffic signal modifications at Lake Forest Drive and Virginia Parkway;
o      Design of a new traffic signal at Virginia Parkway and Crutcher Crossing;
o      Street lighting modifications;
o      Median landscaping along portions of the project where existing trees are being disturbed;
o      Coordination with franchise utilities;
o      Additional bid phase and construction phase services due to the increased length of the project.
·      The estimated construction cost for this segment of the project is $2,500,000.
·      Design and right-of-way acquisition for the project extension is anticipated to take approximately 6 months to complete.  Bidding and construction will be combined into a single project from Ridge Road to US 75.   
 
FINANCIAL SUMMARY:
·      This Resolution authorizes a supplemental to the design contract and any necessary supplemental agreements with Halff Associates, for an amount of $307,300.
·      This will increase the total contract amount with Halff Associates to an amount not to exceed $1,607,300.
·      Funding for this contract is included in the Capital Improvements Program (ST1219 and WA9145).
