RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:  
·      The attached Resolution authorizes the Interim City Manager, or Designee, to apply for and accept, if awarded, a grant through the Texas Department of Housing and Community Affairs (TDHCA) for the Amy Young Barrier Removal Program (AYBRP) to assist residents of McKinney.
 
·      The Amy Young Barrier Removal Program (AYBRP) provides one-time grants of up to $20,000.00 to persons with disabilities in a household qualified as low income. Grants are for home modifications that increase accessibility and correct hazardous and unsafe conditions.
 
 
BACKGROUND INFORMATION:  
·      The Amy Young Barrier Removal Program  <http://www.tdhca.state.tx.us/htf/single-family/amy-young.htm>(AYBRP) provides one-time grants of up to $20,000.00 to households whose composition includes at least one member meeting the definition of a Person with Disabilities, for home modifications necessary for accessibility and addressing housing-related health and safety hazards, as approved by the Texas Department of Housing and Community Affairs (TDHCA).
 
·      A Person with Disabilities is an individual who has a disability that is a physical or mental impairment that substantially limits one or more major life activities.  Program beneficiaries may be renters or homeowners and their household members with disabilities.
 
·      Household income may not exceed 80% of the Area Median Family Income (AMFI), in accordance with the U.S. Department of Housing and Urban Development (HUD).
