ITEM SUMMARY:
• This Resolution authorizes award of a construction contract with J & M Robertson, Inc. dba JMR Construction out of Richardson, Texas for the Reconstruction of 1004 Throckmorton Street, McKinney, Texas 75069.
• The Housing Rehabilitation & Reconstruction Program is for low-and moderate-income homeowners living in substandard conditions.
• The household applied for rehabilitation, and it was determined that the house was past the point for rehabilitation and would need to be reconstructed.
BACKGROUND INFORMATION:
• The City issued Invitation to Bid (22-23CC) to solicit bids from qualified contractors for the Reconstruction of 1004 Throckmorton Street.
o Advertised in the McKinney Courier Gazette and Celina Record
o Posted on McKinney TV
o 1082 matching eBid Supplier Notifications which included 46 Historically Underutilized Business (HUB) suppliers.
• Out of 1082 supplier notifications, three (3) bids were received on February 17, 2022. The following is a summary of the bids:

• The bids were reviewed by the Affordable Housing Administrator to ensure all requirements met the needs and standard listed in the Invitation to Bid.
• J & M Robertson, Inc. dba JMR Construction submitted the 2nd lowest bid and deemed the most responsible bidder in the amount of $251,110.00.
• The City determined A T Construction non-responsible due to past unsatisfactory work performance.
FINANCIAL SUMMARY:
• Funding is currently budgeted in the Community Development Block Grant (CDBG) Fund 017, account 017-1703-463-8516.
• This resolution authorizes a contract and all necessary change orders with J & M Robertson, Inc. dba JMR Construction, for an amount not to exceed $276,221.00.
