ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $758,084.10, as well as all required supplemental agreements thereto, with Atkins North America, Inc. for professional consulting engineering services for the Stacy Road Lanes 5 and 6 (Custer Road to Ridge Road) Project (ST3212), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $835,000.
BACKGROUND INFORMATION:
• The FY19 budget includes funding for various citywide intersections capacity improvements along Stacy Road under Capital Improvement Project ST3212, Stacy Road Lanes 5 and 6 (Custer Road to Ridge Road) Project.
• Traffic volumes on this section of Stacy Road currently exceed 20,000 vehicles per day, which is approaching capacity for a four-lane roadway.
• This project will include the widening of Stacy Road within the median from four lanes to six lanes between Custer Road and Ridge Road, a distance of approximately 10,700 linear feet. It will also include various intersection/turn lane improvements, traffic signal modifications, and installation of new traffic signal at McKinney Ranch Parkway intersection.
• Atkins North America, Inc. submitted a response to RFQ 18-45 for On-Call Roadway Design Services. They were one of twelve firms shortlisted by City Council on October 2, 2018.
• Staff has negotiated a scope and fee from Atkins North America, Inc. for professional consulting engineering services and construction administration services in the amount of $758,084.10.
• The preliminary opinion of probable construction cost is $4,765,000.
• The fee for basic services is $522,525.00 (10.9% of the engineer’s opinion of probable cost of construction) and the fee for special services is $235,559.10 (4.9% of the engineer’s opinion of probable cost of construction).
• Special services typically include survey for design, franchise utility coordination, subsurface utility engineering, preparation of necessary right-of-way and/or easements, environmental investigations, and limited construction administration.
• Staff is requesting approval of a not to exceed (NTE) amount of $835,000 in the event minor adjustments in the project scope are required during the design or construction administration services provided.
• Design of this project is anticipated to take approximately 11 months to complete with construction estimated to begin as soon as Fall 2020.
FINANCIAL SUMMARY:
• This Resolution authorizes a design contract and any necessary supplemental agreements with Atkins North America, Inc. for an amount not to exceed $835,000.
• Funds are available in the Capital Improvements Program Project ST3212.
• With the approval of this item, $32,073.00 will remain in ST3212.
• Funding for the construction phase is planned to be issued in late 2019 from 2015 voter-authorized bonds (streets).
