RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes a professional services contract with Schrickel, Rollins and Associates, Inc., to provide landscape, architectural and engineering services related to the design and construction of the Gabe Nesbitt tennis expansion project, additional park amenities and landscape enhancements located within the southern section of the park, in a contract amount of $549,300 and design budget not to exceed $604,230.

                     Seven firms submitted statements of qualifications and were evaluated by five City staff from the Engineering, MCDC and Parks, Recreation and Open Space (PROS) departments.

 

                     From the seven firms that submitted, the evaluation team’s top ranking firm was Schrickel, Rollins and Associates, Inc. (SRA).

 

BACKGROUND INFORMATION: 

                     SRA has worked on previous City projects.  They designed the 2012 Gray Branch Master Plan and led the 2003 Parks Master Plan project.

 

                     The Master Plan for Gabe Nesbitt Park which shows full build out potential of the park was approved by City Council on October 20th, 2015; the MCDC on September 24th; and the PROS Board on October 8th. This project is intended to complete most if not all of the park amenities master planned for the southern section of the park which include but are not limited to:

 

o                     Tennis Center expansion

o                     Hike and bike trails

o                     Practice areas/open space

o                     Additional restrooms/storage facility

o                     Signage

o                     Enhanced landscaping

o                     Shade pavilions

 

                     During the public input portion of the site master plan process, park amenities such as pavilions, trails, and open space were consistently requested.  The addition of trails, practice areas, restrooms, and pavilions help to create the “park within a park” feel and will provide residents more opportunities to use Gabe Nesbitt Park that are separate from recreational and active sports.

 

FINANCIAL SUMMARY: 

                     The Gabe Nesbitt Tennis Expansion Project (PK4396) is a FY13-14 Capital Improvements Program funded by MCDC funds.  The FY 15-16 approved funding for the tennis expansion is $3,000,000.  Staff would like to expand the scope of the tennis project, and if this item is approved, anticipates bringing a budget amendment forward allowing a transfer of $4,000,000 from parkland dedication funds for a total project budget of $7,000,000.  This will allow for the design and construction of the additional park amenities previously mentioned. 

 

                     There is currently over $6,000,000 available in Parkland Zone 3, which is where the additional $4,000,000 will be transferred from.  Additional dedication funds are expected to be dedicated in the near future.  Use of the funds requested should not impact the City’s ability to design and construct neighborhood parks that are needed in the area.

 

BOARD OR COMMISSION RECOMMENDATION:

                     On December 10, 2015, the PROS Advisory Board recommended to City Council that Schrickel, Rollins, and Associates be awarded the professional landscape, architectural and engineering services contract for the Gabe Nesbitt tennis expansion project, additional park amenities and landscape enhancements.

                     On December 17, 2015, the MCDC recommended to City Council that Schrickel, Rollins, and Associates be awarded the professional landscape, architectural and engineering services contract for the Gabe Nesbitt tennis expansion project, additional park amenities and landscape enhancements.
