ITEM SUMMARY:  
·      This Ordinance amends the locations of loading zones in the Downtown area, and designates three-hour parking as follows:
      ○ Remove the loading zone designations at the following locations:
            ■ North side of Virginia Street east of Tennessee Street.
            ■ South Side of Virginia Street west of Johnson Street.
            ■ West side of Kentucky Street south of Herndon Street.
      ○ Add a designation for three-hour parking for the following locations:
■ Along the north and south sides of Virginia Street between Chestnut and McDonald Street (SH5).
■ Along the north and south sides of Virginia Street between Church Street and Wood Street.
■ Along the north and south sides of Louisiana Street between Church Street and Wood Street.
■ Along the east and west sides of Kentucky Street between Cloyd Street and Davis Street.
 
BACKGROUND INFORMATION:  
·      The current construction project on Virginia Street and Kentucky Street is modifying the parking spaces in the Downtown area.
  • Because of the change to parking spaces added with the project, Staff reviewed the current parking and loading zone ordinances for any needed modifications.
  • Engineering staff has worked with Main Street staff and property owners on the proposed changes.
  • There is currently a loading zone on the north side of Virginia Street east of Tennessee Street that took up two parking spaces.  With the construction project along Virginia Street, two parking spaces are eliminated to provide for the ADA accommodations and bump out. Staff visited with the store owners adjacent to this loading zone and the store owners all agreed they would rather have the parking spaces than a designated loading zone. Therefore this loading zone will be eliminated.  
  • There is a loading zone on the south side of Virginia Street west of Johnson Street. This loading zone is being eliminated to make room for the ADA accommodations and bump out.  
  • There is a loading zone on the west side of Kentucky Street south of Herndon Street. This loading zone is not currently signed. This loading zone is being eliminated to make room for the bump out.
  • Due to the increased demand for parking and the expansion of the marked parking spaces, the three hour designation is being expanded to areas listed.
 
FINANCIAL SUMMARY:  
·      The cost to change/add the sings and markings is available in the Public Works operating budget.
