ITEM SUMMARY:

This Resolution amends the FY2015-2016 annual budget and the 2016 - 2020 Capital Improvements Program by creating a new WW1604 - Interchange Street Cured In Place Pipe (CIPP) Liner for 10-inch and 12-inch Sanitary Sewer Project.

The new project will be funded with funds from the following projects:

o                     Transferring $205,000 Issued Revenue Bonds funds from Substandard Mains Umbrella (WW4350) to the Unallocated Fund Balance Project (WA0000).

O                     Appropriating $205,000 from the Unallocated Fund Balance (WA0000) for WW1604 - Interchange Street Cured In Place Pipe (CIPP) Liner for 10-inch and 12-inch Sanitary Sewer Project.

BACKGROUND INFORMATION:

•    The existing 10-inch and 12-inch clay and reinforced concrete pipe (RCP) sanitary sewer line along Interchange Street was constructed in the early 1970’s.

Over the past few months, this line has been requiring periodic flushing and point repairs by the Public Works Department to keep it in operation.

A recent tv inspection of the pipe condition indicated several areas of severe pipe deterioration along the RCP sections.  Pipe failure and joint separations were noted in the clay sections of the sanitary sewer.

This project will provide a CIPP liner for approximately 2,090 linear feet of 10-inch and 12-inch sanitary sewer main and the repair and lining of 11 manholes.

Upon approval of this budget amendment, a Buy Board contractor will be hired to complete the work as soon as possible.  The Public Works Department will coordinate the construction work with the Buy Board contractor and the businesses during the duration of the CIPP lining project.

FINANCIAL SUMMARY:

With approval of this item, $1,000,000 will remain in WW4350.
